    We are committed to reducing the fuel consumption of heavy duty vehicles. We continue to work closely with both the UK industry and our European counterparts to ensure that the recently published EU Strategy for improving heavy duty vehicle fuel consumption and reducing CO2 emissions reflects UK interests, and is ambitious but deliverable, proportionate and cost effective.

    To ask the Secretary of State for Work and Pensions, what arrears validation processes are carried out on Child Support Agency cases which do not form part of the caseload before those arrears are transferred to the Child Maintenance Service for collection.

    The Department is prioritising the closure over the next three years of cases with an ongoing child maintenance liability, and taking steps to minimise disruption as far as possible for parents who wish the statutory service to continue collecting maintenance on their behalf. Plans for handling cases where there is no ongoing liability, but arrears are owed, are still under consideration. Where there is a link between one of these arrears only cases, and an application to the 2012 scheme, action will be taken to bring that arrears only case up-to-date, before moving it across to the Child Maintenance Service.

    The expected Exchequer impacts over the forecast period of the changes made to private pensions taxation as announced at Budget 2014 were included in the Taxes Information and Impact Note “Increasing Pension Flexibility” published on 19 March 2014 and can be found in Table 2.1 (p.56) of the Red Book.

    The Treasury announced in paragraph 1.13 of “Freedom of Choice in Pensions” that “it intends to publish draft legislation for a short technical consultation prior to the introduction of the legislation that will enact the changes from April 2015”. A consultation impact assessment will be published alongside this draft legislation.

    On the 23 May the Government published a further consultation on the delivery of childcare accounts within Tax-Free Childcare. The consultation will be open until 27 June and the Government will consider the responses alongside those to the first consultation before it makes its decision on the provision of childcare accounts. Following this decision the Government will work with stakeholders to develop guidance to support parents, and assisted approaches will be provided to parents without access to the internet.

    To ask the Secretary of State for Education, whether academies are permitted to (a) sell and (b) otherwise financially profit from their holding of school title deeds which were formally held by local authorities.

    When community schools convert to academies, the freehold is retained by the local authority and a lease is granted to the academy trust.

    There are strict rules protecting publicly funded land used by academies, regardless of who holds the freehold. This is set out in published guidance, which is available at:
