To ask the Secretary of State for International Development, with reference to the Answer of 5 September 2013, Official Report, column 461W, on Afghanistan, what works at the Bost Agri Park and Bost Airfield were left by USAID upon her Department taking control of the project in 2009.

The Bost industrial business park proposal was originally approved by officials in 2009 at a time when Ministers did not approve spend under £40m. In 2012 it became clear that the project could no longer be completed within the original timeframe and in good order. To avoid wasting taxpayers’ money I decided that UK funding for the project should be cancelled. The completed park designs have been handed over to the Afghan authorities to enable them to pursue the project over a revised time frame. DFID’s work on Bost Airfield was completed in November 2013.

To ask the Secretary of State for the Home Department, how much revenue funding her Department has allocated to the North Yorkshire Police Authority in (a) cash and (b) real terms in each year since 1995-96.

Table 1 shows the amount of core Government revenue funding
provided by the Home Office to the North Yorkshire Police Authority (from
November 2012 the Police and Crime Commissioner for North Yorkshire) since
1995-96.
The figures in the table represent the amount of revenue funding provided by
the Home Office to North Yorkshire. However, due to changes in police revenue
funding over this time period (which include a move away from Regional Crime
Squads and a change in the way pensions are funded), it is difficult to
compare spending power between years.
From 2014/15, the Home Office is also paying out Council Tax Freeze Grant
funding relating to the 2011/12 and 2013/14 schemes and Local Council Tax
Support funding to Police and Crime Commissioners in England. This amount was
previously paid by the Department for Communities and Local Government (DCLG).
This will total £7.9 million for North Yorkshire in 2014/15 and is excluded
from the table to assist comparison with previous years.
In addition, the police in England also receive central government grant from
other sources including the DCLG. They also receive funding from the police
precept component of council tax and a small amount of income from charging for
additional services.

Fuel poverty is measured at the household level rather than the individual level and detailed data on the age of household occupants is not available at the sub-regional level.
The number of households in fuel poverty in England, which contain at least one child under the age of 16, was 898,000 in 2011. This is equivalent to about 38 per cent of all fuel poor households.
The total numbers of households in fuel poverty, for the areas in 2011 were estimated as:

The attached tables show the amount of grant distributed by the Higher Education Funding Council for England (HEFCE) for teaching and research per full-time equivalent student for each of the years requested. There have been changes in HEFCE’s funding methodology over this period, so these tables do not provide like for like yearly comparisons. In particular, the data prior to 1998-99 are not available in a similar format to that for later years.

To ask the Secretary of State for Environment, Food and Rural Affairs, what discussions he has had with the Royal College of Pathologists on the effects on human and animal safety of reductions in the number of national pathology laboratories from 14 to 7; and if he will publish the impact assessment produced by his Department on such a plan.

Animal Health Veterinary Laboratories Agency (AHVLA) and Defra have met with the Royal College of Pathologists, to discuss the new Surveillance model, on four separate occasions between September 2012 and the introduction of changes to the Surveillance model on 1 April 2014.
A formal impact assessment was not required for this work because it does not involve a change in regulation. Submission into the scanning surveillance system is a voluntary activity that has no regulatory aspect. However the ‘Changes to the delivery of Veterinary Scanning Surveillance in England and Wales, December 2013′ document published on the AHVLA website does consider the impact of the changes, recognises that there are negative impacts (e.g. some farms will be further from an AHVLA Post Mortem facility) but concludes that these are outweighed by the benefit of having stronger national centres of excellence and a better coordinated network of support from private practices.

There are currently 362 approved driving instructors (ADI) with a WA postcode. Please note Driver and Vehicle Standards Agency (DVSA) systems do not hold specific data for the Borough of Warrington.
DVSA’s training and registration system is a live database and does not hold historical data; therefore it can provide only the current number of ADIs with a WA postcode.

To ask the Secretary of State for International Development, what recent discussions her Department has had with non-governmental agencies in South Sudan on levels of food provision.

The UK is extremely concerned about the deteriorating food security in South Sudan, and the urgent need to increase the provision of food supplies and livelihoods support to vulnerable populations. The eruption of conflict on 15 December 2013 has sharply exacerbated an already fragile food security situation: 3.2 million people are now at immediate risk of food insecurity and up to 7.2 million are estimated to be at some risk.
DFID South Sudan is in regular contact with critical non-government agencies operating in the country, both UN agencies such as the World Food Programme (WFP) and the Food and Agriculture Organisation (FAO), as well as with key non-government organisations, to understand and inform the humanitarian response and to monitor needs and the quality of the humanitarian operation. DFID South Sudan staff have visited displaced communities in Unity and Jonglei States in recent weeks to meet affected people, and international agencies delivering assistance, in order to better understand food security needs.
