To ask Her Majesty’s Government whether youth offending teams are given access to students’ special needs statements as of right.

Youth Offending Teams (YOTs) can request access to special needs statements from the education services arm of local authorities who hold them, but they have no access to these as of right. Under the Education (Special Educational Needs) (England) (Consolidation) Regulations 2001, local authority education services are not permitted to share these statements, without the student’s consent, with external parties including YOTs, except for prescribed reasons which include where the local authority in question judges it necessary to do so in the interests of the child, on the order of a court or for the purpose of any criminal proceedings.
Under the Children and Families Act 2014, YOTs and local authorities will be required to co-operate in the exercise of the authority’s functions relating to children and young people with special educational needs, for example in the assessment for and preparation of Education and Health Care plans in relation to young people known to the YOT.

To ask the Secretary of State for Health, what (a) pharmacological treatments and (b) associated indications the National Institute for Health and Care Excellence (NICE) has recommended for (i) prostate cancer, (ii) lung cancer, (iii) bowel cancer, (iv) breast cancer and (v) kidney cancer through either single or multiple technology appraisals and under the end of life criteria in each year since NICE was established.

The consideration of end of life criteria was introduced into the National Institute for Health and Care Excellence’s (NICE) technology appraisal process in January 2009. NICE has advised that it has recommended the following treatments for prostate, lung, bowel and kidney cancer under its technology appraisal programme where the end of life criteria were applied. No treatments for breast cancer have been recommended under the end of life criteria.

To ask the Secretary of State for Defence, what non-lethal military support his Department has provided to Libya in each year since 2012.

Since 2012 the UK has provided advice, training and Defence Education to Libya.
An advisory team was established in Tripoli in 2012 to support the UK / Libya relationship and provide advice through a number of personnel embedded in the Libyan Ministry of Defence, Navy, Air Force, Land Forces and Border Security Force.
In 2013 the advisory team was renamed the Defence Advisory and Training Team (DATT) to reflect the variety of support programmes, including strategic communication, developing explosive ordnance disposal schools, supporting the creation of a joint operational planning staff and naval training. The DATT currently numbers 34 personnel which includes a Senior Disarmament Advisor working with the Government of Libya, the UN and international partners on disarmament issues. The DATT also provides the platform for Short Term Training Team deployments from the UK.
In 2013 HMS Echo surveyed the coast off Tripoli including a number of ports and in February 2014 the Libyans signed a data sharing agreement with the UK Hydrographic Office.
Libyan personnel have undergone defence education and training in the UK including: English Language Training, Initial Officer Training, Economic Exclusion Zone Protection Officers courses and Managing Defence in the Wider Security Context.
In November 2013 the UK also established a Defence Section within the British Embassy, Tripoli with a Defence Attaché.

It is not possible to identify from Her Majesty’s Courts and Tribunals systems the value of fines that remain outstanding for specific offences. This information could only be provided at disproportionate cost as identifying this would require a manual search of all fine accounts.
