    To ask the Secretary of State for the Home Department, when she will provide the information on the police formula requested by the Office of the Police and Crime Commissioner for the West Midlands; and how the exemplifications described in Annex A of her Department’s letter of 15 September 2015 will affect that force.

    The consultation on police funding arrangements closed on 15 September and the responses are being analysed. The Government will consider these responses carefully to determine what changes, if any, are required. We will continue to engage with policing partners during this process and intend to provide information, including exemplifications of future allocations, as these develop. At this stage final force-level allocations have not been set and will not be determined until we have completed our analysis.

    To ask the Secretary of State for Communities and Local Government, what assessment he has made of the effect of the localisation of council tax support on the operation and activities of parish and town councils.

    I refer the hon. Member to the Written Ministerial Statement of 5 February 2014, Official Report, Column 19-21WS, which sets out clearly the Government’s intention that the element of localised council tax support funding provided to local authorities which reflects reductions in town and parish tax bases should be passed down to those councils.

    I additionally wrote to Leaders of billing authorities on this issue on 6 January and 21 February 2014.

    The design and management of council tax support schemes is a local matter, and it is for local councils to work together to ensure that any relevant impacts are understood and taken into account.

    The Department for Education has its own internal efficiency controls thresholds and complies with the Cabinet Office controls.

    1. Advertising, Marketing and Communications expenditure above the Departmental threshold of £100,000 is submitted to Efficiency and Reform Group at Cabinet Office for final clearance.

    2. Consultancy expenditure above £20,000 (and is a new contract expected to exceed 9 months, an existing contract to be extended beyond 9 months or is expenditure for procurement related consultancy) is submitted to Cabinet Office for final clearance.

    3. Cabinet Office is not directly involved in recruitment approvals.

    To ask the Secretary of State for Transport, what steps he takes to ensure that statutory undertakers carrying out emergency works give notice to street authorities as required under section 57 of the New Roads and Street Works Act 1991; and if he will make a statement.

    Failure by statutory undertakers to notify the highway authority when they carry out emergency works under section 57 of the New Roads and Street Works Act 1991 (NRSWA) is an offence. The authority concerned may issue a Fixed Penalty Notice, or the authority may initiate a prosecution against the undertaker for the offence.

    If the authority is a permitting authority under the Traffic Management Act 2004, section 57 of NRSWA is dis-applied, and is replaced with an offence of undertaking works without a required permit, which the authority may also deal with by Fixed Penalty, or may initiate a prosecution for the offence.

    These offences are all dealt with by the appropriate highway authority at a local level.
