    To ask Her Majesty’s Government on what basis the contract for the existing NHS Whistleblowing Helpline has been extended, and whether they plan to further extend that contract.

    We are committed to improving openness in the National Health Service and ensuring whistleblowers receive proper support. Every NHS trust will have a ‘Freedom to Speak up Guardian’ who will support whistleblowers and foster an open and honest culture. The National Guardian will lead, advise, and support the local guardians in carrying out investigations on how concerns are being handled, share good practice, report on national or common themes, and identify any barriers that are preventing the NHS from having a truly safe and open culture.

    The Whistleblowing Helpline was established in 2003 by the Department of Health to provide advice to NHS staff and employers on the raising of concerns and on the protection of employees who do raise concerns. The Department holds regular meetings with the provider of the Helpline, Mencap, to keep its performance under review.

    In the context of changes in the broader health and care system, such as the establishment of the National Guardian and the local guardians network, the Department is considering what role the Helpline should play in ensuring support for whistleblowers. The Department extended the existing contract to allow the Helpline facility to continue operating while future options for the Helpline are considered.

    To ask the Secretary of State for Health, how many (a) incidents have been reported to trading standards teams and (b) prosecutions there have been related to food and drink products substituted with a cheaper alternative in each of the last three years.

    Monitoring food businesses to ensure compliance with legislation on food labelling and composition is the responsibility of county councils, unitary authorities, the London Boroughs and some but not all metropolitan borough councils. These local authorities are also responsible for taking enforcement action, including prosecutions, where non-compliance is found.

    Data are reported to the Food Standards Agency (FSA) on the number of food and drink analyses undertaken in relation to compositional issues and labelling and presentation issues:

    23,599 analyses were undertaken in 2014/15, 16,899 for compositional issues and 6,700 for labelling and presentation issues.

    29,324 analyses were undertaken in 2013/14, 19,386 for compositional issues and 9,938 for labelling and presentation issues.

    26,940 analyses were undertaken in 2012/13, 16,982 for compositional issues and 9,958 for labelling and presentation issues.

    Data are also reported to the FSA on the total number of prosecutions concluded for food standards issues. This includes action in relation to composition, labelling and presentation but also for other issues such as chemical contamination. In 2014/15, 2013/14 and 2012/13 respectively, 75, 57 and 78 United Kingdom food establishments were subject to prosecution.

    The FSA has recently established a central register of successful food law prosecutions. Analysis of data collected for the first year of operation of the register is not yet complete, but in future it will provide more definitive data on prosecutions for offences of this nature.

    To ask the Secretary of State for Education, what the reduction in General Annual Grant for (a) secondary and (b) primary schools in Nottinghamshire is from academic year 2015-16 to academic year 2016-17.

    Maintained schools and academies are paid by reference to different financial years, which are not contiguous with academic years for maintained schools. Consequently funding figures for the academic year 2016/17 are not published. The table below shows that funding increased for Nottinghamshire primary schools and academies by £7.03m, and for secondary schools and academies by £0.62m between financial years 2015-16 and 2016-17.

    Detailed work is underway to establish the staff budget required to fulfil the Department’s responsibilities over the period of the Spending Review. The budget of the Department will be set out to the House of Commons and approved as part of the Supplementary Estimates in the new year, as is standard practice.

    To ask the Secretary of State for Work and Pensions, pursuant to the Answer of 23 March 2015 to Question 228147, by when his Department plans to complete its detailed consideration of the policy and processes for validating the arrears accrued on all existing Child Support Agency cases, including arrears accrued from Interim Maintenance Assessments; and what steps he plans to take to ensure that the final policy and processes arising from that consideration and the timetable for implementation are fully transparent.

    As part of the case closure process expected to run until 2017, all existing Child Support Agency (1993/2003) cases with outstanding arrears will go through a series of checks to validate their arrears balance.

    We have already started closing Child Support Agency cases by segments based on case characteristics, prioritising those with on-going liability before closing arrears only cases.

    Where the arrears balance has been validated and the receiving parent has not indicated that they want their arrears written off, the stable balance will then be transferred to the 2012 Child Maintenance Scheme. Our approach to other historical debt, including Interim Maintenance Assessments remains under consideration.

    The Government has learned the lessons from Labour’s failure to invest in electrifying our railways. We remain committed to our modernisation programme of over 850 miles of electrification and have already electrified more than five times the route length that Labour oversaw between 1997 to 2010.

    Sir Peter Hendy’s review of the rail upgrade programme details that the vast majority of programmes and projects will go ahead for delivery by 2019 (the end of Control Period 5).

    However, some schemes are more immature in their development and, whilst schemes in this category will have significant delivery within Control Period 5, these schemes will span more than one control period.

    To ask the Secretary of State for Defence, what discussions he has had with NATO on the emergency provision of troops to (a) Poland and (b) the Balkan states.

    The UK was one of the driving forces behind NATO’s Readiness Action Plan (RAP), agreed at the Wales Summit, which includes tripling the strength of the NATO Response Force (NRF); the creation of a Very High Readiness Joint Task Force (VJTF) that is able to deploy at very short notice; and enhancing NATO’s Standing Naval Forces.

    The UK is fully involved with NATO work to improve the movement of troops and logistic support to the enhanced NRF and VJTF although improvements to and development of road networks remain the responsibility of each member nation.

    NATO Allies regularly discuss the progress of the RAP and the capabilities and deployability of our forces; we will do so again at the NATO Defence Ministerial meeting this month.

    The UK will contribute to the VJTF in every year between now and 2021 including: a 1,000 strong battle group for the Spanish-led Land VJTF in 2016; we will act as the Land VJTF lead nation in 2017, with 3,000 UK personnel; and in 2020 we will provide a 1,000 battle group to the Polish-led VJTF

    To ask Mr Chancellor of the Exchequer, what process HM Revenue and Customs uses to test for illicit tobacco products.

    Tobacco products classified as ‘illicit’ in the UK include anything on which duty has not been paid but should have been paid. This includes counterfeit products, brands manufactured legally overseas but not legally sold in the UK, and genuine products originating in the UK and overseas but diverted from legitimate supply chains by criminals. Because of this, HM Revenue and Customs (HMRC) officers use a variety of ways to identify illicit product. Testing product authenticity is one mechanism.

    To test product authenticity, HMRC uses identifiers required by legislation, for example, Fiscal Marks which manufacturers are required to print on specified tobacco products to show they are UK duty paid, as well as voluntary tools used by the manufacturers. One such voluntary tool is Codentify.

    Codentify was developed and introduced by the major tobacco manufacturers on their own initiative through the Digital Coding and Tracking Association (DCTA). HMRC played no part in the development or introduction of the system nor did HMRC require that it be introduced. Codentify codes already feature on packs and are there regardless of any HMRC use of them. HMRC took a policy decision, in line with the commitment to tackle illicit tobacco, to examine whether these existing codes could provide a useful additional tool to help officers authenticate product in the field.

    The trial is concerned only with the use of Codentify for product authentication, and no other aspect of the system is being used or evaluated. Codentify requires no specialist equipment or training. Officers are provided with basic guidance and access to an online system. No charge is made for use of the system and, as no procurement was needed, there was no requirement for HMRC to run a tender exercise. As this is a trial only, no Ministerial approval was required or has been sought.

    A number of HMRC officers have been given access to the system and trained by HMRC colleagues. The time spent on this activity is minimal and is estimated to be less than one staff year in total.

    HMRC has explained the use of Codentify as a potential product authentication tool to colleagues in Border Force and Trading Standards. However, they have not provided training to any officers in those organisations.

    The EU Tobacco Products Directive introduces a requirement for a pan European security feature and track and trace systems. The European Commission, working with Member States, is considering proposals and have yet to determine any technical specifications,

    HMRC is aware of a wide range of potential track and trace and security feature solutions on the market. They are not evaluating, and, given the current position on the Directive, could not evaluate any products against its requirements. The aspects of Codentify being used are entirely separate from the requirements of the Directive.

    In accordance with regulatory requirements, when technical specifications are determined, HMRC will ensure that any evaluation against them ensures no unfair competitive advantage or obstacles to competition.
