    To ask the Secretary of State for Health, by what date NHS Improvement plan to respond to the email it received from the hon. Member for Wolverhampton South West on 13 May 2016, reference ZA4209, on delay.

    NHS Improvement replied to the email of 13 May that it received from the hon. Member on 28 June 2016.

    In April 2016 NHS Improvement brought together Monitor, NHS Trust Development Authority, NHS England’s Patient Safety team, the National Reporting and Learning System, NHS England’s Advancing Change team and its Intensive Support Teams.

    NHS Improvement advise that they are strengthening their regional presence and refining their processes, including how they respond to queries. Their aim is to respond to letters and other correspondence from hon. Members within the Whitehall standard of 18 working days.

    The Department has no record of having received an email from the hon. Member on 9 June 2016.

    All Type 45 Destroyers remain in a planned operational cycle and continue to be routinely deployed. Included in this will be periods when they are undergoing repair.

    As the Amesbury to Berwick Down (Stonehenge) scheme is in the early stage of development, it is too soon to determine the mitigation work, say due to the impact of construction traffic or increases in traffic volumes on other sections of the A303.

    To ask the Secretary of State for Health, what reports NHS England has produced on progress in achieving parity of esteem for mental health.

    NHS England and the Department jointly published Achieving Better Access to Mental Health Services by 2020 in October 2014. This publication recognised that a key element of achieving parity across mental and physical health care depends on enabling people to have timely access to evidence-based and effective care, and set out a clear vision for the development of access and waiting time standards in mental health including introduction of the first set of standards on early intervention in psychosis and psychological therapies, as well as signalling new investment in liaison mental health services in acute hospitals.

    NHS England’s Five Year Forward View set out a clear commitment to a more equal response across mental and physical health and achieving genuine parity of esteem by 2020.

    In support of this objective, NHS England’s latest planning guidance, Forward View into Action: planning for 2015-16, includes an expectation that clinical commissioning groups’ (CCG) spending on mental health services in 2015-16 should increase in real terms, and grow by at least as much as each CCG’s allocation increase to support the ambition of parity between mental and physical health.

    NHS England has commissioned an independent Mental Health Task Force to produce a five-year mental health strategy, for improved access and outcomes in all settings, to be published in the New Year.

    To ask Her Majesty’s Government, further to the Written Answer by Lord O’Neill of Gatley on 8 January (HL4766), what is their assessment of the adequacy of railway links between London and South-West England.

    The National Infrastructure Commission is not currently undertaking work on railway links between London and South West England.

    Network Rail assessed the adequacy of the rail links between London and the South West as part of the rail industry’s Long Term Planning Process. The Western & Wessex Route Studies form part of this process and develop options for future services and for investment in the rail network up to 2043.

    The options set out in the Route Studies are based on a regional and route based interpretation of the outputs and demand forecasts from previous market studies.

    The operational performance plans of police disclosure units are matters for Chief Constables in association with Police and Crime Commissioners.

    The DBS regularly publishes detailed datasets showing statistics against internal performance standards which form the basis of its monthly reports to the Home Office. This includes performance against their target to issue 95% of all disclosures within 56 days and the number of disclosure applications in progress each month.     The correspondence referred to is a personal email exchange between one expert panel member and Professor Grifo, following the third scientific review of the safety and efficacy of methods to avoid mitochondrial disease in 2014. It would not be appropriate for a copy of this private correspondence to be placed in the Library.

    To ask the Secretary of State for Education, pursuant to the Answer of 23 March 2016 to Question 31103, what the average local authority expenditure for each looked after child was in each year from 2011 to 2015.

    Local authority funding for the provision of children’s services, including fostering services, is provided by the Department for Communities and Local Government. However, local authorities are required to submit annual budget and outturn statements about their actual spending to the Secretary of State for Education.

    The total local authority expenditure on looked after children, based upon the section 251 outturn statements, is set out below for each financial year between 2011 – 2015.

    Total local authority expenditure per looked after child per week is also set out. This is given by total expenditure in each financial year divided by the total number of looked after children at the 31 March of each year. This is then divided by the number of weeks in a year to give a weekly figure.

    To ask Mr Chancellor of the Exchequer, how many tax avoidance cases have been submitted by HM Revenue and Customs to the General Anti-Abuse Rule Advisory Panel in (a) 2013, (b) 2014, (c) 2015 and (d) 2016 to date.

    The General Anti-Abuse Rule (GAAR) was introduced in July 2013, and only applies to abusive tax arrangements entered into from this date.

    This means that it will first apply to income tax returns for the tax year ending 5 April 2014, which must have been filed with HM Revenue and Customs (HMRC) by 31 January 2015.

    For cases to be tackled by the GAAR, HMRC must first enquire into tax returns once they are received, and gather all relevant facts. It is therefore still early in the process of litigation action for cases to be tackled by the GAAR.

    The GAAR Advisory Panel is an external body separate to HMRC. Their independent role means that they do not report the number of meetings held to HMRC.

    To ask the Secretary of State for Health, what assessment his Department has made of the effect of alcohol consumption on levels of obesity; and if he will make a statement.

    The last Government’s “Healthy Lives, Healthy People: A call to action on obesity in England”, October 2011 states that alcoholic drinks can be high in calories and contribute to the energy imbalance that can lead to being overweight and obesity.

    We welcome the fact that some businesses are choosing to label calories voluntarily on their alcoholic beverages.
