The Department has and will continue to keep abreast of all evidence and consider it in developing policy. The report published by the Royal College of Physicians is consistent with the Government’s current policy that the best thing a smoker can do for their health is to quit smoking and quit for good, but we recognise that e-cigarettes have a role to play in helping some people to quit.

To ask Her Majesty’s Government what steps they are taking to support the implementation of NICE’s commissioning toolkit for the use of natriuretic peptides assessment in primary care.

NHS England is working with key partners to ensure better co-ordination and integration of all services with the aim of delivering person-centred and coordinated care which is tailored to the needs and preferences of the individual, their carer and family.
In particular, to encourage better practice in the caring for heart failure patients, NHS England has established a best practice tariff for acute heart failure. It is also working with Health Education England to explore ways of improving the provision of and increasing access to echocardiography, which is used for the diagnosis of heart failure.
To help the NHS understand what a good quality service looks like, the National Institute for Health and Care Excellence (NICE) publish quality standards which define best practice within a topic area and it has published quality standards for acute and chronic heart failure. NHS England expects all commissioners and providers to take account of quality standards in the services that are delivered to patients.
NICE has developed a commissioning toolkit for the use of natriuretic peptides assessment in primary care for suspected heart failure. It has also produced guidance on acute heart failure and chronic heart failure, both of which cover the use of natriuretic peptides.
NICE guidance and quality standards are published online only, but due to the complexity and length of their content, they cannot be included as attachments.

To ask the Secretary of State for Transport, what assessment his Department has made of the potential merits of offering Public Service Obligation Route status to the Londonderry to Stansted Airport service.

The UK government has agreed in principle to support the air route between City of Derry Airport and London though a Public Service Obligation. It is now for Derry City & Strabane District Council take forward the tender process to identify an airline to operate the route.

To ask the Secretary of State for Transport, what estimate he has made of the cost of testing all vehicles for emissions for (a) each car and (b) in total; and whether the Government will finance the total programme.

The cost of the evaluation programme are still being developed, but it is estimated that testing could cost up to £15,000 per vehicle.
We have approved a budget of £675,000 from public funds to ensure that this important work can proceed. However, we have also agreed with ministers in Germany and in France that we will collaborate and secure best value for the taxpayer.
The UK programme will consider, without bias, vehicles from 19 manufacturers. The programme will assess approximately 70 different models. However, we have been in contact with ministers in Germany and in France and we have agreed that we should work cooperatively to ensure that we rationalise our respective test programmes to avoid duplication of testing.
The cost of recalling the vehicles in the UK will be met by Volkswagen group and will not fall to the public purse.

Parents receive health and lifestyle advice, including advice on diet, weight control and physical activity, from their health visitor as part of the Healthy Child Programme.
For parents, the Government provides online advice on maternal nutrition via the NHS Choices website and the Start4Life website.
The Your Pregnancy and Baby guide on NHS Choices includes information about a healthy diet in pregnancy. Start4Life produce a range of information booklets with advice for parents, including Healthy Habits for Baby and You which provides information and advice on eating healthily and exercise in pregnancy.
The Government’s statutory Healthy Start scheme aims to provide a nutritional safety net to the most nutritionally vulnerable pregnant women, new mothers and children under four years old in low income families. The scheme provides vouchers for basic healthy foods (milk, fresh and frozen fruit and vegetables) and infant formula milk. This encourages healthy eating the scheme covers approximately half a million pregnant women, new mothers, and children under four years old in low income families throughout the United Kingdom.
We currently have no plans to extend the current dietary advice given to pregnant women and new mothers.

To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 4 February (HL5344), when Genomic England expects to have reported back to patients from the pilot phase on (1) 100 patients, (2) 250 patients, (3) 500 patients, (4) 1000 patients, and (5) all patients.

The existing bilateral programme fund, run by our Embassy in Pyongyang, has contributed to a number of projects aimed at improving the lives of some of the most vulnerable people in the Democratic People’s Republic of Korea (DPRK). These include helping to improve food and nutrition for people in rural areas and equipment for the physically disabled. In addition, our funding of English language projects and visits to the UK for government officials, exposes DPRK citizens to other values and cultures. We assess that many of our existing projects contain a human rights element, without strictly being defined as a human rights project. In the coming year we will continue to fund such projects where possible and will assess future human rights projects under the Magna Carta Fund for Human Rights and Democracy. The amount spent on projects categorised as containing a human rights element between 3 September 2013-8 October 2015 was £270,046.61.
