    While US immigration processes are a matter for the US authorities, we have raised with the US administration the importance of clearly communicating changes to their immigration policy. We remain in close contact with the US Embassy in order to avoid inconvenience to British nationals travelling to the US.

    The Secretary of State for Home Affairs, my right hon. Friend the Member for Maidenhead (Mrs May) raised migration issues with Homeland Security Secretary Jeh Johnson in Washington on 17 February.

    The UK Debt Management Office’s (DMO) key objectives are required to be met with due regard to the principles of ‘openness, transparency and predictability’, as set out in the annual Debt and Reserves Management Report. The DMO publishes and lays before Parliament its annual Business Plan and Annual Report and Accounts (and also publishes an Annual Review), providing information about its operations in line with these objectives. As an Executive Agency of the Treasury, the Chief Executive of the DMO is accountable to government and parliament, as set out in the DMO’s Executive Agency Framework Document.

    To ask Her Majesty’s Government which local authority has taken the longest amount of time to assess and decide on an Education, Health and Care plan.

    Information on statements of special educational needs and statutory Education, Health and Care (EHC) plans maintained by local authorities is collected in the annual SEN2 data return from local authorities in January each year. The latest available data shows there were 4,205 statutory EHC plans maintained by local authorities, as of January 2015.

    The Department does not collect information on which local authority has taken the longest amount of time to assess and decide on an EHC plan. Data is collected in the annual SEN2 return on the number of EHC plans which were issued within the 20 weeks set out in regulations.

    Of the new EHC plans issued in 2014, 64.3% were within the 20 weeks when excluding exception cases. Including exception cases; 61.5% were issued within the 20 weeks. However, these figures cover EHC plans issued in the first four months of the transitional period where local authorities are beginning to implement the new reforms within 20 weeks.

    This information was published in the statistical first release ‘Statements of SEN and EHC plans: England 2015’, in May 2015. Data for January 2016 is expected to be published in May 2016.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what assessment he has made of the implications for his policies of the comment made on 22 January 2016 by the UN Special Rapporteur on the situation of human rights in the Democratic People’s Republic of Korea.

    We work closely with international partners to exert pressure on the Democratic People’s Republic of Korea (DPRK) regarding its human rights track record both through multilateral fora, including the UN Security Council and the UN Human Rights Council, as well as through our critical engagement with the regime both in Pyongyang and London.

    We are aware of the appalling human rights situation in the DPRK as described by the UN Special Rapporteur as well as set out in the UN Commission of Inquiry report. Our policy priorities continue to be the improvement of the human rights situation for the North Korean people and an end to the DPRK’s nuclear and ballistic missile programme.

    We will consider the responses to the consultation on “Infected blood: reform of financial and other support” and publish a response and final plans for the reformed scheme. The response will summarise the issues raised by consultees and how these have informed the plans for the reformed scheme. In line with usual practice and the Government principles for conducting consultations, we do not intend to publish details of the individual submissions received to the consultation.

    The Declaration of the NATO Summit in Wales in 2014 says, "We will ensure that the current NATO Command Structure remains robust, agile and able to undertake all elements of effective command and control". This remains our position and we fully support the reform work that NATO has done, and continues to do, to improve the ways in which it delivers military effects.

    We support the work of the NATO Strategic Commanders to optimise procedures and processes within the Command Structure to make it flexible, efficient, and responsive to the security environment.
