    The review into the procedures for handling allegations of sexual assault in the Armed Forces is to consider whether all, or any, of the offences of: sexual assault, exposure, voyeurism, or sexual activity in a public lavatory should be added to Schedule 2 to the Armed Forces Act 2006. The views expressed in both Houses during the passage of the Armed Forces Act 2016, and by external organisations such as Liberty, are an important factor in the on-going work on this issue.

    The Department for Education hosted four secondments from KPMG in 2013/14. All four individuals were seconded into external assurance roles in the department’s Education and Funding Agency. There were no secondments from PwC, Deloitte, Ernst and Young or any other consulting firm in 2013/14, and none from any consulting firms in 2014/15 or 2015/16.

    Commonwealth leaders elected Baroness Scotland to be the Commonwealth Secretary-General from a field of candidates at the Commonwealth Heads of Government Meeting in Malta in November 2015. She has made a strong start as Secretary-General, bringing vision, dynamism and new energy for reform. We are pleased that on taking office she immediately instigated a review of the Secretariat. We strongly support her efforts to make the Secretariat lean, effective and aligned to deliver where the Commonwealth adds real value. My noble Friend, the Rt Hon. the Baroness Anelay of St Johns, Minister for the Commonwealth, has met a number of London-based Commonwealth High Commissioners, many of whom are supportive of the Secretary-General and her reform agenda. Leading institutional reform is challenging, but it is vital to ensure the Commonwealth delivers value for money, operates effectively and remains fit for purpose.

    The Cabinet Office Civil Contingencies Secretariat routinely works with the devolved administrations, including in the sharing of best practice. They are represented on official-level governance boards that cover all the key areas of resilience, including risk assessment, protection of critical national infrastructure, and capability planning. There are also established arrangements in place for linking the UK Government’s emergency co-ordination structures with those in the devolved nations, to ensure a co-ordinated response.
