    The UK and Russia have a long history of cultural collaboration that encourages and strengthens people-to-people links.

    The Foreign and Commonwealth Office (FCO) supports the annual ‘Days of Scotland’ cultural festival in Russia, and is hosting a reception at the Consulate General in St Petersburg this year. FCO officials have discussed Scotland’s cultural and and people-to-people links with Russian Government officials

    Modernising the law governing Trade Unions will improve industrial relations. We have already seen the benefits in the Civil Service of reforming facility time, where we have delivered a saving to the taxpayer of over £52million, and the majority of departments have removed the outdated system of collecting union dues by check off. These benefits will now be delivered across the public sector.

    I have regular discussions with the Secretary of State for Culture, Media and Sport, including on issues related to the Welsh language.

    Ofcom places a quota on S4C to subtitle 53% of its output. The Television Access Services report for the first six months of 2015 published on 22 October 2015 states that S4C provided subtitles on 78% of required programmes against its quota of 53%. The full report can be found here:

    The Ofcom code does not specify in which language the subtitles are provided and the number of programmes carrying subtitles in Welsh is a matter for S4C.

    Home Office Ministers have meetings with a wide variety of international partners, as well as organisations and individuals in the public and private sectors, as part of the process of policy development and delivery.     The Commission’s review of the Dublin Regulation started last autumn. The College of Commissioners set out its strategic vision of possible options to reform the Dublin Regulation on 6 April.

    The PrescQIPP NHS Programme currently has no direct role within the Department as it is an independent social enterprise.

    Clinical commissioning groups (CCGs) use its materials to improve the prescribing of medicines. These are mainly publicly available for CCGs and Health Boards, with some additional subscription-only content. Their governance and annual work programme is overseen by a strategic oversight group representing the users.
