The Government believes that it is important that consumers get a fair deal and any falls in oil prices are passed on to lower prices for consumers. We have made this clear to energy providers.
DECC continuously monitors pump prices, and publish average prices of petrol and diesel every Monday. Movements in pump prices are primarily driven by changes to crude oil prices; though pump prices are also influenced by a range of other factors, including refining capacity, stock levels, distribution costs and retail margins.
Analysis by the Department has found that crude price changes are being reflected in pump prices and suggests that on average, at a national level, sustained crude price changes are fully passed through into pump prices within 6-7 weeks; though much of the change is passed through earlier.

We remain concerned by the terrorist threat in Yemen, including the presence of Al-Qaeda in the Arabian Peninsula and Daesh-Yemen. Long term instability increases the risk that terrorist groups continue to exploit the deteriorating situation to consolidate their support base and capabilities.
Throughout 2015, we saw an expansion of Daesh-Yemen, albeit starting from a small base. We judge that they remain a threat to UK strategic interests in the region, rather than a direct threat to the UK. We continue to work with regional partners to tackle the terrorist threat from Yemen. For operational reasons we cannot comment in detail on this activity.

Business rates are based on valuations from the Valuation Office Agency and we do not intervene in their independent assessments. We will look closely at the impacts of the forthcoming revaluation and consult on how to make sure the right support is in place for ratepayers to adjust to any changes.

The Cabinet Office is not forecasting any underspend against departmental expenditure limits in the current fiscal year. There was no underspend forecast at the time of the Summer Budget 2015 or the March Budget 2015 either.
The Department’s latest forecast of total annually managed expenditure is £5 million, in line with the budget for 2015-16.

To ask the Secretary of State for International Development, what steps her Department is taking (a) in the short term to provide humanitarian relief to displaced people in Bangui in the Central African Republic and (b) to secure peace in that city.

The Central African Republic (CAR) is facing a severe and protracted crisis that has displaced more than a million people since 2012. Despite the deployment of 12,000 peace-keepers, the country remains marred by sectarian tension, criminal violence, arms proliferation and armed groups.
In September the UK approved a £7 million uplift in our assistance to CAR and CAR refugees to address rising needs and aid gaps, bringing UK humanitarian funding to £25 million in 2015 and £58 million since 2013. This makes the UK the third largest humanitarian donor to CAR after the US and the EU in 2015. UK funding is enabling partners including the International Committee of the Red-Cross and the Common Humanitarian Fund to provide humanitarian assistance to people in need in Bangui and the rest of the country.
The UK is also working with and through international organisations to ensure an effective international response to the security crisis in CAR.The UN is a key partner in CAR.The UK contributes to the UN peacekeeping mission (a projected £33.2m this year in assessed contributions).
