    HM Courts & Tribunals Service is committed to ensuring that adequate provision will be secured for the First-tier Tribunal (Property Chamber) which will relocate from Chichester Magistrates’ Court when it closes. Options are currently being evaluated.

    The National Planning Policy Framework provides strong protection for Sites of Special Scientific Interest. It makes clear that proposed development likely to have an adverse effect on a Site of Special Scientific Interest should not normally be permitted. Planning law requires local planning authorities to consult Natural England on applications for development in or likely to affect Sites of Special Scientific Interest.

    To ask the Secretary of State for Health, what assessment his Department has made of the effect of high drug prices on the budget of the NHS.

    Total spending on drugs in 2010-11 was 12.5% of the health budget.

    In 2015-16 total spend on drugs was 13.0% or 12.4% of the total budget if you include repayments to the Department from pharmaceutical companies as part of the Pharmaceutical Price Regulation Scheme (PPRS).

    Spending on drugs as a percentage of the overall departmental budget has remained fairly constant due to increased use of generic drugs and the PPRS.

    The Secretary of State for Work and Pensions and Secretary of State for Health met on 3 June this year where they agreed to greater cross government working between our respective Departments. Both Departments have established a joint working unit and next year will launch a range of voluntary mental health and employment pilots to support claimants with, or at risk of developing a mental health condition to retain and return to employment.

    To ask the Secretary of State for Transport, if his Department will support a claim by (a) petroleum suppliers who supply home heating oil and (b) other petroleum suppliers for a derogation from the EU rules on the amount of weekly rest required by such suppliers’ drivers; and what stage that application for a derogation has reached.

    In December 2015 the Federation of Petroleum Suppliers sent the Department for Transport an application for the UK to submit a request to the European Commission, under Article 14(1) of Regulation (EC) 561/2006, for a derogation on the weekly rest requirement in the EU drivers’ hours rules for drivers of tankers delivering domestic fuel. This application is being considered and a decision on whether to support it and apply to the Commission will be made in due course.

    The specific needs of vulnerable witnesses, including children, are assessed on a case by case basis. The guidance, “Achieving Best Evidence in Criminal Proceedings”, sets out best practice for the police when undertaking an initial assessment. This assessment may identify a specific need for the assistance of an intermediary during the course of the investigation, for example in an interview or latterly at court when giving evidence.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to ensure that failed asylum claimants who have spoken out against the government of their country of origin are not deported in such a way as to draw the case to the attention of immigration officials in the destination country.

    We carefully consider all asylum claims on their individual merits and provide protection for those who need it, in accordance with our international obligations under the Refugee Convention and the European Convention on Human Rights (ECHR). This includes an assessment about whether a person who has spoken out against their government is likely to be at risk of persecution or serious harm on return.

    We do not provide any information relating to an asylum claim to the government of a claimant’s country of origin. No one who is at risk of serious harm in their country is expected to return there, but we do expect those who do not need our protection to return home voluntarily.

    The Environmental Statement and Supplementary Environmental Statements for the Phase One hybrid Bill fully assessed the impact on air quality from HS2 construction activity for the proposed Curzon Street Station and for other areas in Birmingham. That assessment concluded that there would be no significant effect on the air quality in these areas.
