Our central estimate of energy savings to domestic consumers as a result of smart metering is 2.8% for electricity (prepayment and credit) and 2% for gas (credit) and 0.5% for gas (prepayment).

These are matters for the National Health Service.
It is for the local NHS, in conjunction with NHS England as specialised commissioners, to effect change.
We are advised by NHS England that following authorisation as a foundation trust, Mersey Care NHS Trust intends to acquire Calderstones.
We expect consideration of patients’ interests to be paramount. The re-provision of care will be considered on a case by case basis and we expect patients and their families to be supported throughout the transition process.

To ask the Secretary of State for Defence, pursuant to the Answer of 20 October 2015 to Questions 11484, on Army: Scotland, for what reasons the figures cited for 6 SCOTS and 7 SCOTS do not reflect the general increase in reserve numbers forecast in the Future Reserves 2020 programme.

It is assumed that the question relates to the reduction in the establishment figures for 6 and 7 SCOTS. These changes reflect the move to a standard structure for all reserve infantry battalions with three companies rather than four as part of the Future Reserves 2020 programme.
In practice Army Reserve manning levels have been historically below establishment. Actual numbers are now increasing in 6 and 7 SCOTS, as they are across the Army Reserve.
The following table shows the manning levels of the reserve battalions of the Royal Regiment of Scotland, complete with establishment and strength as at April of each year between 2004 and 2014.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what estimate he has made of how many barrels of oil Daesh sells through Turkey on a daily basis.

There are no reliable statistics available on how much oil, and related products, are smuggled over the border to Turkey. However, last year the Turkish government greatly increased the number of border guards to tackle oil smuggling across its border with Syria and captured 79 million litres of smuggled oil.
We work closely with Turkey and there is no evidence to suggest that the Turkish government has been involved in the oil trade.

To ask the Secretary of State for Transport, what steps his Department is considering to reduce (a) CO2 and (b) NOx emissions for HGVs (i) domestically and (ii) at EU Level.

The Government has implemented measures to encourage cleaner and more fuel efficient HGVs including through the Renewable Transport Fuel Obligation, the £11m Low Carbon Truck Trial, and our £25m Advanced Biofuels Demonstration Competition. The Department for Transport is currently leading a review of options to further reduce CO2 emissions from the freight sector.
In December 2015 the Government published the UK air quality plan for nitrogen dioxide. Under this plan some older polluting vehicles, including lorries, will be discouraged from entering a number of city centres as one of a number of measures that will ensure the UK meets legal limit values outside London by 2020. Together with the existing Low, and forthcoming Ultra Low, Emission Zone in London, and other complementary measures in the Capital, this will encourage the uptake of lower emission HGVs.

To ask Her Majesty’s Government what evidence the Human Fertilisation and Embryology Authority has received that bona fide trophectoderm stem cells have already been successfully derived and propagated from human embryos; whether any such stem cell lines have been deposited in the UK Stem Cell Bank; and if so, when.

The Human Fertilisation and Embryology Authority has advised that it holds information on the number of stem cell lines derived in each licensed research project and checks for compliance (on inspection) with the requirement for stem cell lines to be deposited in the UK Stem Cell Bank. However, this information does not differentiate between stem cells derived from the inner cell mass and those from trophectoderm.
