    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his Iranian counterpart on the human rights of the Bahai community in Iran.

    We have repeatedly expressed our concern at the harassment faced by Baha’is in Iran and at the sentencing of seven Baha’i leaders to 20 years in prison. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) raised human rights concerns during his visit to Tehran in August, including lack of freedoms for all citizens. We will continue to urge the Iranian Government to ensure that all Iranian citizens are able to practise their faith freely, as required by international conventions.

    To ask the Secretary of State for Health, pursuant to the Answer of 12 October 2015 to Question 10658, whether the national improvement framework for hepatitis C services will contain guidance on (a) commissioning responsibilities and (b) patient pathways.

    Commissioning responsibilities for hepatitis C are divided between NHS England, clinical commissioning groups and local authorities. In the light of the National Institute for Health and Care Excellence published guidance for the anti-viral drugs, the successful establishment of Operational Delivery Networks across England, and the rapidly widening access to curative treatment to thousands of patients, the draft Improvement Framework does not provide detailed commissioning guidance or patient pathways. NHS England is exploring how such guidance might be developed through its collaborative commissioning arrangements.

    Northumbria Community Rehabilitation Company has put in place an action plan to remedy shortcomings identified. We monitor the performance of all Community Rehabilitation Companies closely, to make sure they fulfil their contractual commitments to maintain service delivery, reduce reoffending, protect the public and deliver value for money to the tax payer. Operational assurance audit results are commercially sensitive, so will not be published.

    To ask Her Majesty’s Government, following the Justice Secretary Michael Gove’s letter to the Justice Select Committee chair dated 19 February regarding errors in the processing of warrants, how many staff have been suspended or have had disciplinary action taken against them as a result of such errors.

    To date formal disciplinary action has been initiated against eight members of staff in Greater Manchester. Two of the eight have been suspended pending the formal disciplinary proceedings.

    These are inexcusable errors, for which we sincerely apologise. HMCTS is conducting a full investigation and will take appropriate disciplinary action. Immediate steps have been taken to ensure that proper procedures are now being followed.

    To ask the Secretary of State for Energy and Climate Change, how many jobs were lost in the North Sea oil industry in each of the last two years.

    According to figures taken from Oil and Gas UK’s latest Economic Report, it is estimated that over the course of 2015 there was a 15% reduction in jobs to 375,000 across the entire employment spectrum, including direct, indirect and induced jobs. For the previous year OGUK estimated that around 440,000 jobs were supported by the sector.

    The Government is committed to supporting industry to avoid further redundancies and helping those who have unfortunately lost their jobs. We are working with the Scottish Energy Jobs Task Force to ensure that employers support those at risk of redundancy helping them to access future opportunities through training, education, and employment. In addition to this, my rt. hon. Friend the Prime Minister announced in January a new Inter-Ministerial Group on oil and gas that will publish a UK Oil and Gas Workforce plan in the Spring.

    To ask the Secretary of State for Communities and Local Government, what steps his Department is taking to ensure that more people are aware of (a) the Right to Buy and (b) other housing schemes offered by the Government.

    My Department has run a Right to Buy marketing campaign since the scheme was reinvigorated in 2012. The campaign is aimed at ensuring eligible council and housing association tenants are made aware of their opportunity to buy their home at a discount and gives them up-to-date information on changes to the discount rates and eligibility criteria. Activity has included direct marketing, radio, digital and local press advertising and out of home roadside posters.

    In October 2015 my Department also launched the Own Your Home campaign – aimed at persuading young working people to look again at home ownership and driving take up of appropriate Government home-buying schemes when this is the right decision for them. Drawing together a range of Government schemes, the campaign comprises: radio, digital advertising, social media, out of home (on street posters), consumer press advertising and a major media partnership in the Sun newspaper – as well as linking visually and verbally into activities for the individual schemes.

    Catering and Retail Services stock a range of Fairtrade products, including tea, coffee, cake, biscuits and bananas. Catering and Retail Services raised awareness of these lines during Fairtrade Fortnight this year and ran related promotions.

    To ask the Secretary of State for Exiting the European Union, what assessment he has made of how the Vienna Convention on the Law of Treaties 1969 applies to EU citizens currently living in the UK.

    Article 70 of the Vienna Convention applies to States only. It does not create rights for individuals. Nevertheless, we would expect to deal with the rights of UK citizens living in other EU member states and the rights of EU nationals already living in the UK as part of the UK’s exit negotiations.

    At every step of these negotiations we will work to ensure the best possible outcome for the British people. The Prime Minister has been clear that she wants to protect the status of EU nationals already living here, and the only circumstances in which that wouldn’t be possible is if British citizens’ rights in other EU member states were not protected in return.

    To ask the Secretary of State for International Development, what proportion of staff on the payroll of her Department who work in Westminster are (a) British nationals and (b) nationals of another country.

    All Government Departments are bound by legal requirements concerning the right to work in the UK and, in addition, the Civil Service Nationality Rules.

    Evidence of nationality is checked at the point of recruitment into the Civil Service as part of wider pre-employment checks, but there is no requirement on departments to retain this information beyond the point at which it has served its purpose.

    More broadly, the Government will be consulting in due course on how we work with business to ensure that workers in this country have the skills that they need to get a job. But there are no proposals to publish lists of the number or proportion of foreign workers.
