    To ask the Secretary of State for Communities and Local Government, what special measures he has taken to provide assistance to rough sleepers in areas affected by floods in Lancashire and Cumbria.

    My rt. hon. Friend, the Chancellor of the Exchequer (George Osborne) announced on 9 December that the Government has made £51 million available through the Communities and Business Recovery Scheme to help local authorities impacted by Storm Desmond to recover. The Scheme is designed to provide ready support to those local authorities to, in turn, help individuals, businesses and communities return to normality. Where local authorities judge that rough sleepers are in need of assistance, they can use the funding for that purpose. The funding can also be used to provide temporary accommodation for any family made homeless.

    The Government remains committed to protecting the most vulnerable in society. That is why since 2010 we’ve invested more than £500 million to prevent and tackle homelessness in England. But even one person without a home is one too many, which is why we have committed in the Spending Review to increase central investment over the next four years to £139 million for innovative programmes to prevent and reduce homelessness and rough sleeping. We are also maintaining and protecting homelessness prevention funding for local authorities, through the provisional local government finance settlement totalling £315 million by 2019/20.

    To ask the Secretary of State for Business, Innovation and Skills, what representations were received from (a) USDAW, (b) other trade unions, (c) ACS and (d) other trade and workers’ associations in response to the government’s consultation, Devolving Sunday trading rules, published on 5 August 2015; and what (i) number and (ii) proportion of those respondents answered (A) yes, (B) no and (C) otherwise to Question 1 in that consultation.

    The Government received 7,171 responses to the consultation, though a significantly smaller number used the standard online consultation form and addressed the questions directly.

    USDAW responded to the consultation and its representatives met with officials during the course of the consultation. USDAW answered no to Question 1 in the consultation.

    TUC and the National Union of General and Municipal Workers (GMB) also responded to the consultation and their representatives met with officials during the course of the consultation. UNISON responded to the consultation but did not meet with officials. All three (100%) responded no to Question 1 in the consultation.

    ACS responded to the consultation and its representatives met with officials during the course of the consultation answered no to Question 1 in the consultation.

    The department does not hold full data from this consultation broken down by respondent type as a large portion of respondents chose to respond in their own words rather than addressing the consultation questions directly, and/or did not indicate the type of organisation they represented.

    To ask the Secretary of State for International Development, what steps her Department is taking to protect and support the rights of women and girls in South Sudan.

    The UK continues to press the Government of South Sudan to progress its commitments to tackle violence against women, to push for both the Government and Opposition to meet the agreed quotas for women’s participation in the transitional government of national unity.

    Our development programmes in country dovetail with HMG’s overall efforts to support the rights of women in South Sudan. Through our Access to Justice Programme we seek to improve access to justice for those subjected to sexual and gender based violence. Our education programmes seek to empower women including the Girls Education South Sudan programme which operates in all South Sudanese states to help 200,000 girls complete secondary school. Our humanitarian support funds projects in the conflict-affected Greater Upper Nile region to prevent and respond to Gender-Based Violence against women and girls. Women’s empowerment projects in Lakes and Central Equatoria states are funded through the cross-governmental Conflict, Stability and Security Fund and the FCO’s Human Rights and Democracy Programme.

    To ask Her Majesty’s Government how, and through what channels, they plan to ensure that asylum seekers from Sudan attend English language classes and counselling sessions, so that they can be fully prepared for their asylum application hearing.

    All asylum seekers have access to publicly-funded legal advice and an interpreter to assist in presenting an accurate account of the reasons for their claim if English is not their first language.

    Asylum seekers are provided with information on how to access legal advice and signposts specialist organisations where they can find additional help, support, counselling and language provision.

    The Home Office funds Migrant Help to provide confidential and impartial advice and guidance to adult asylum seekers and their dependants in a language they understand. Their services include face-to-face advice for newly arrived asylum seekers in initial accommodation and a helpline and website providing information in 15 languages.

    The UK’s package of technical assistance to support reform in Bahrain began in 2012. Much of it has focused on assisting Bahrain build effective and accountable institutions, assisting the government in ensuring rule of law, police and justice are compliant with international standards and best practice. The specific support that we have provided, and continue to provide, to the Special Investigations Unit has been to assist them to build their capacity to make it more effective in carrying out better investigations and, therefore, build public confidence in the institution itself.

    Defra funds Rural Community Councils via the annual grant it allocates to Action with Communities in Rural England (ACRE), the national voice for the 38 rural community councils. ACRE allocates this grant using a well-established funding formula. It reports back to Defra on how the grant is spent through quarterly reports and meetings with officials, and in its annual report and accounts. We will review the benefits of this spend in setting levels of grant for future years.
