    To ask the Secretary of State for Education, with reference to paragraph 2.28 of her Department’s white paper Educational Excellence Everywhere, published in March 2016, what factors will be taken into account in assessing which graduates are well-qualified for a teaching career for the purposes of the allocation of initial teacher training places to university providers.

    As set out in our recent White Paper, Educational Excellence Everywhere, we plan to introduce ‘Centres of Excellence’ in Initial Teacher Training which will receive multi-year allocations. We are currently engaging the sector and working to establish the criteria for determining which providers will be designated as a ‘Centre of Excellence’. At this stage, no firm decisions have been taken.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the Answer of 18 May 2016 to Question 37099, if the Government will support a public call on the government of Turkey to end the closure of its border with Syria.

    Turkey continues to show extraordinary generosity by hosting over 2.7 million Syrian refugees. This has included granting Syrian refugees the right to work, and providing education and committing to increase access to it. Turkey also offers humanitarian support to refugees across its border with Syria. I refer the Honourable Gentleman to my answer of 25 May 2016 in response to his Written Question of 18 May 2016 (37099). It remains our understanding that the Turkish government has made preparations to accept more Syrian refugees should conditions in Syria necessitate so, but that its approach is to enable humanitarian aid to be provided to affected populations in northern Syria. Turkey has confirmed that its border remains open to the most vulnerable Syrian refugees. We take all allegations about Turkish treatment of migrants seriously, and raise them regularly with the Turkish authorities.

    The referendum result has no immediate effect on students abroad under the Erasmus scheme or applying for 2016/17. Payments will be made in the usual way. Access to the programme after we leave the EU is a matter for the forthcoming negotiations.

    The first three Astute class submarines were ordered as a single batch. Separate construction costs for Artful are, therefore, not held by the department. As such, it is not possible to determine how much the Ministry of Defence (MOD) has spent on HMS Artful individually; nor what the MOD expected the specific cost of HMS Artful to be, when commissioned.

    To ask Her Majesty’s Government what is the resource cost charge in England of (1) full-time fee loans in higher education, (2) full-time maintenance loans in higher education, (3) part-time fee loans in higher education, and (4) adult further education fee loans, for those aged 24 and over who are studying on Level 3 and 4 courses.

    We estimate that the Resource Accounting and Budgeting (RAB) charge for full time tuition fee and maintenance loans, and part time fee loans, is between 20% and 25%.

    We estimate that the Resource Accounting and Budgeting (RAB) charge for Advanced Learner Loans is around 40%. BIS is collecting data on learners as it emerges and based on this data we regularly review and update the RAB charge estimate for Advanced Learner Loans.

    These estimates take into account the changes to student finance and the new HM Treasury discount rate used to value the student loan book announced at Spending Review and Autumn Statement 2015. We will update our estimates in summer 2016 and publish these at the same time as BIS accounts.

    The number of Army personnel based in Army units located within Wiltshire as at 1 October 2015 is 13,010. The Army estimates that 9,900 entitled family members are currently associated with Army personnel based in Wiltshire.

    The current planning assumption for the number of Army personnel based in Army units located within Wiltshire in 2020 is 17,700. It is estimated that 14,300 entitled family members will be associated with these Army personnel.

    To ask Her Majesty’s Government what action they will take to ensure that the NHS Supply Chain wound dressing generics project takes account of evidence comparing the cost of managing unhealed and healed wounds, and of the total cost of wound care in the NHS currently as compared with previous estimates.

    The review of wound dressings by a dedicated working group resulted in the development of a number of clinical specifications for wound care products.

    In order to progress this work, from April 2016 a new NHS Clinical Evaluation Team will be put in place. The Clinical Evaluation Team will assess wound care products through a comprehensive evaluation process, which will have extensive engagement with NHS clinical staff. Included in the process will be tissue viability and infection control nurses, clinical procurement specialists, doctors, nurses and midwives along with medicine management practitioners from community trusts.

    The project’s remit is to review clinical products to identify those that enable high quality patient care whilst delivering the best outcomes for the NHS. The secondary consideration will be to identify products that could be procured more effectively through combined NHS buying power, to deliver greater overall value for money.

    The Clinical Evaluation Team is made up of practising clinicians.

    The project will therefore undertake assessments of the total costs and benefits of any recommendations to the overall NHS.
