    To ask the Secretary of State for Business, Innovation and Skills, if he will estimate what proportion of the cost of introducing the proposed Teaching Excellence Framework will fall to (a) central government and (b) universities.

    We recently published the Green Paper “Fulfilling our potential: Teaching Excellence, Social Mobility and Student Choice,” which sets out our proposals for delivering the Teaching Excellence Framework and reducing the regulatory burden on the sector. The consultation period closed on 15 January 2016.

    Once we have considered the consultation responses, and are in a position to publish our final proposals, we will publish a Regulatory Impact Assessment which will set out the costs of implementation.

    To ask the Secretary of State for Energy and Climate Change, what assessment she has made of the potential merits of supporting the deployment of ultra-super critical coal fired power stations similar to those planned by China and Germany; and if she will make a statement.

    I have made no such assessment. Any new coal plant must demonstrate carbon capture and storage on at least 300 MW of its proposed generating capacity and comply with the Emissions Performance Standard.

    Coal fired power stations without abatement are not consistent with meeting our decarbonisation objectives. This is why the Government has committed to consulting on phasing out unabated coal by 2025 and to restricting the amount of coal generation in 2023.

    We have raised Zainab Al Khawaja’s case with the Government of Bahrain at the highest levels. The UK encourages Bahrain to respect the rights of all peaceful opposition figures. We call on the Bahraini government to act proportionately in all such cases to protect the universal rights of freedom of expression and assembly. I most recently raised human rights with the Bahraini Ambassador to the UK, His Excellency Sheikh Fawaz bin Mohammed Al Khalifa , on 8 March.

    To ask Her Majesty’s Government whether they will publish any relevant correspondence between the Department for Education and Brighton and Hove City Council following its January 2016 inquiry into the gender identity rather than the physical sex of secondary school children.

    The Department for Education provides guidance on the Equality Act 2010 to schools which contains advice on the Public Sector Equality Duty and on the protected characteristic of gender reassignment.

    The Department has not inquired into the gender identity of children in January 2016 and has no correspondence on the matter.

    The addition of gender identity information on the pupil registration form was solely a decision of the Brighton and Hove City Council. They have the independence to make this decision.

    The Department does not hold details of any additional information collected by local authorities outside of those required by the Department for our centrally specified, mandatory data collections.

    The Department is not aware of any referral on this issue to the Police.

    The Government remains committed to meeting its commitments under its existing domestic climate framework, the Climate Change Act (CCA). Climate change remains one of the most serious long-term risks to our economic and national security.

    Under the CCA, the Government has now set the fifth carbon budget (2028-2032) at an equivalent 57% reduction on a 1990 baseline. This is in line with the recommendations of our independent Committee on Climate Change. The referendum does not affect this domestic decision, or our commitment to meet our emission targets cost effectively.

    As indicated in my previous answers on this issue, I have had a number of meetings and discussions this year, both formal and informal, on the important issue of opencast restoration and in particular the proposal for a carbon price support exemption. These have included discussions with colleagues from HM Treasury, the Department of Energy and Climate Change, the Scottish Government and Local Authorities.

    To ask Mr Chancellor of the Exchequer, what estimate his Department has made of the effect on the household income of a family in receipt of tax credits with (a) three, (b) four and (c) five children of the Government’s proposals to limit claims for tax credit and universal credit to two children as announced in the Summer Budget 2015 and the Spending Review and Autumn Statement 2015.

    At Summer Budget the Chancellor of the Exchequer announced that families will no longer be able to claim additional support through Child Tax Credit or Universal Credit for third or subsequent children in a family where the child is born after April 2017. In addition families making a completely new claim to Universal Credit after April 2017 will no longer be entitled to support for their third or subsequent children.

    A family currently claiming Child Tax Credit with three or more children will see no change to their household income because of this change. This policy will only affect families claiming Child Tax Credit where they have a third or subsequent child on or after 6 April 2017.

    To ask the Secretary of State for the Home Department, what risk assessment has been made of the proposed centre for destitute asylum seekers in Goytre.

    The premises in Goytre is one of a number of sites throughout the UK that the Home Office, along with its providers, has initially identified as potentially suitable for providing temporary reception facilities for asylum seekers. Initial assessments undertaken by the provider suggest that Goytre could meet the appropriate requirements laid out in Schedule 2 of the COMPASS contract. If the provider elects to progress this option, further appropriate assessments will be completed prior to any commercial agreements and utilisation of the site.
