To ask the Secretary of State for Justice, if he will publish a comparative assessment of the proven reoffending rates of the HMP Doncaster and the HMP Peterborough payment by results pilots.

The PbR pilot operating in HMP Peterborough began on 9 September 2010 and results for cohort 1 of this pilot were published on 7 August 2014. The final set of results will be published in due course. The PbR pilot that operated in HMP Doncaster started in October 2011 and closed at the end of 2014. Results for cohort 1 were published in August 2014 and results for cohort 2 were published in July 2015.

To ask Her Majesty’s Government whether, further to the review of clinical trial evidence Comparative efficacy and tolerability of antidepressants for major depressive disorder in children and adolescents: a network meta-analysis published in the Lancet on 8 June, they intend to review clinical guidelines for the prescription of anti-depressant medication for the treatment of major depression in young people.

The National Institute for Health and Care Excellence (NICE) has advised that it regularly reviews published guidelines as a matter of good practice to check whether an update is warranted.
NICE is tracking a clinical trial that is anticipated may have significant impact on the recommendations in its guideline on depression in children and young people: identification and management (CG28). A copy of this guideline is attached. NICE is co-ordinating the next review of this guideline to coincide with the publication of the outcomes of the trial, which is expected in February 2017. The Lancet paper will be considered as part of that review.

To ask the Secretary of State for Wales, what steps his Department is taking to implement the family test.

The Family Test was announced by the Prime Minister in August 2014 and introduced in October 2014. DWP published guidance for Departments and officials on how the test should be applied when formulating policy and my Department follows that guidance.
The Family Test is an integral part of the policy making process and is applied in a proportionate way in the development of all new policy in line with the Family Test guidance. While the guidance states that departments should consider publishing assessments carried out under the Test, there is no requirement to do so.

To ask Her Majesty’s Government, further to the Written Answer by Lord Ahmad of Wimbledon on 26 November (HL3704), whether they have completed their review of the possibility of resuming direct flights to Sierra Leone, and if so, whether they are currently processing any permissions for flights to begin.

The Government has now lifted the restriction on direct, scheduled, commercial air services between Sierra Leone and the UK. The Department is aware of one company that has applied for, and been issued, a Foreign Aircraft Operating Permit by the Civil Aviation Authority to operate services between Sierra Leone and the UK.

To ask the Secretary of State for Health, what steps his Department plans to take to ensure that the men who have sex with men population is aware of the availability of the HPV vaccination at sexual health clinics.

In November 2015, the Joint Committee on Vaccination and Immunisation (JCVI), the expert body that advises the Government on all immunisation matters, advised that a targeted human papilloma virus vaccination programme should be undertaken for men who have sex with men up to 45 years of age who attend genitourinary medicine and HIV clinics. They noted that this should be subject to procurement of the vaccine and delivery of the programme at a cost-effective price.
The Department is considering the JCVI’s advice and will confirm its plans in due course.

To ask Her Majesty’s Government, further to the Written Answers by Lord Prior of Brampton on 4 February (HL5344), 11 February (HL5970), and 3 March (HL6245), what are the minimum number of cancer reports that are expected for delivery back to patients by the end of (1) March, (2) June, and (3) September.

We are advised by Genomics England that no cancer reports will be returned by the end of March 2016. The priorities for the cancer component of the 100,000 Genomes project are the improvement of the sample processing, sequencing and bioinformatics capabilities across National Health Service Genomic Medicine Centres and Genomics England partnerships. It is unlikely that there will be any clinically actionable reports for cancer in the period to the end of September 2016.
