    To ask the Secretary of State for the Home Department, if she will make an assessment of the potential merits of making Disclosure and Barring Service certificates portable and valid from organisation to organisation by the person concerned.

    The Disclosure and Barring Service (DBS) offers an Update Service which can deliver savings in both time and costs. With the certificate holder’s permission, a potential employer or another person with a legitimate interest can check via a DBS online portal whether any new information has been recorded since the certificate was issued. Only if there has been a change is there any need for the individual to obtain a new certificate. This enables portability of certificates between organisations. It is only applicable where the certificate holder is moving within the same workforce – such as work with children or work with vulnerable adults. Where the person is moving between workforces a new certificate will be required, as there may be different factors affecting decisions about whether information is appropriate for disclosure.

    To ask the Secretary of State for the Home Department, which licensed sponsors are eligible to sponsor a Tier 2 (Minister of Religion) visa.

    I will arrange for the list of current Tier 2 (Minister of Religion) licensed sponsors and the number of certificates of sponsorship they have assigned to migrants for each of the last five years to be placed in the House Library. This includes certificates assigned to migrants who are within the UK as well as overseas.

    Each of the sponsors listed have had to provide mandatory documentation to demonstrate that they are bona fide religious organisations, trading lawfully within the UK. This information is assessed and used to validate an application prior to the issuance of a sponsor licence. Visits may also be conducted at the premises of prospective sponsors, to ensure that an organisation is eligible, suitable and genuine. Those who fail to meet UKVI’s requirements will have their application refused.

    In cases where an application has already been granted, UKVI continues to monitor their compliance against the published guidance. Those sponsors who fail to adhere to their duties will have action taken again them; this includes but is not limited to the revocation of their licence.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what consultation with local authorities her Department carried out before the decision was taken to discontinue Government funding to the Climate Local programme.

    Climate Local is a Local Government Association initiative which was in part supported by the Environment Agency’s Climate Ready Support Service. The Climate Ready Support Service was initiated as a time-limited programme and came to an end in March this year. It is for the Local Government Association and the members of Climate Local to determine its further activities. Adaptation is integrated throughout the work of all Government departments who continue to deliver, alongside local Government and many other organisations, their commitments set out in the National Adaptation Programme.

    To ask the Secretary of State for International Development, what assessment her Department has made of the effect of an escalation of border clashes between Eritrea and Ethiopia on refugees in that region.

    We are concerned over recent reports of fighting between Ethiopian and Eritrean forces along the border near Tsorena. My colleague the Minister for Africa, Mr Duddridge, has called on both countries to exercise restraint and said that they should engage in meaningful political discourse to seek a resolution to the ongoing border issues.

    The United Nations High Commissioner for Refugees (UNHCR) has confirmed to DFID that the recent border clashes between Eritrea and Ethiopia have had no discernible impact on refugees in the border region. Services for refugees in the camps in Tigray region (which borders Eritrea) have not been disrupted by the clashes.

    Refugees have continued to cross from Eritrea to Ethiopia at a rate of around 2,000-3,000 per month in 2016 and there has been no change to this pattern.

    According to its global policy, UNHCR sites refugee camps ‘at a reasonable distance’ from international borders. The closest refugee camp to the Eritrean border is around 25 km away. Others are further away from the border.

    The Government is committed to increasing the number of people with learning disabilities employed across the full range of National Health Service organisations. NHS Employers and NHS England have a range of tools and guidance to support organisations to increase their recruitment of people with learning disabilities, including providing real examples of jobs currently being done. People with learning disabilities bring their own expertise, personal experience and knowledge to roles. As such, roles that can specifically draw on this experience should be considered.

    The United Kingdom funded the National Democratic Institute (NDI) in training and deploying some 5000 Burmese civil society observers throughout the country. These national observers were trained to evaluate the quality of the electoral process at polling stations and to rapidly report incidents on the day. The presence of national and international observers was a key part of the United Kingdom’s strategy for deterring fraud in Burma’s elections on 8 November.

    To ask the Secretary of State for Justice, what the status is of each prison building and site for prisons closed since May 2010.

    Since May 2010 we have closed 18 prisons. This includes two partial closures (HMP Camp Hill, HMP Brockhill) and two former prisons (Morton Hall and The Verne) which have been re-roled into Immigration Removal Centres. The closure of these, and other uneconomic prison places, delivered £170m in savings between 2011-12 and 2014-15.

    Two former prisons, Wellingborough and Camp Hill, have been retained as a contingency measure to deal with unexpected events such as a larger than projected increase in the prison population. This allows us to have reserve capacity without the cost of keeping them fully operational.

    To ask Her Majesty’s Government what is their assessment of the recent report by Saferworld Matching needs and resources: National Police Reserve and community security in Kenya’s frontiers, and whether they have had discussions with the government of Kenya about contributing to the professionalism and accountability of the National Police Reserve.

    Through our High Commission in Nairobi, the British Government has regularly discussed police accountability and professionalism with the Government of Kenya, including the Kenya Police Service. This has included discussions on the role of the Kenya National Police Reserve, though we do not currently work directly with them. The UK is working with the Government of Kenya to strengthen community security in some of Kenya’s most marginalised areas. The Conflict Security and Stability Fund is working to build capacity to ensure security forces in the region are better governed, more accountable and effective and to build community resilience to respond to security challenges through work with civil society. In addition, the Department for International Development launched the £13.7million Improving Community Security programme in 2015. This programme will work with government departments and non-governmental organisations, including Saferworld, to increase the security and safety of men, women and children in Kenya through increasing the capacity of institutions including the police and county government, to prevent and respond to violence.
