    To ask Her Majesty’s Government what plans they have to highlight play as a key strand of the Government’s policy on parenting and life chances.

    I refer the noble Baroness to the answer given on 9 March to PQ 29736, which I have also set out below:

    The Department for Education recognises that play has an important role in supporting all young children to develop and prepare for later learning.

    Play is integral in the early years and is covered in the statutory Early Years Foundation Stage framework which states: “Play is essential for children’s development, building their confidence as they learn to explore, to think about problems, and relate to others.” The framework is attached.

    The Government’s forthcoming Life Chances Strategy will set out a comprehensive plan to fight disadvantage and extend opportunity. Within this, we are considering how we can support early years and parenting to give children the best start in life.

    To ask the Secretary of State for Transport, how many Recognised Organisations for the purposes of survey and inspection of international shipping were certified by the Maritime and Coastguard Agency in each of the last five years for which records are available.

    The Maritime and Coastguard Agency (MCA) authorise the following six classification societies to act as Recognised Organisations (ROs) for the survey and inspection of UK registered convention size ships. These are: American Bureau of Shipping; Bureau Veritas; ClassNK; DNV GL AS; Lloyd’s Register; and RINA.

    The one change within the past 5 years to the list of authorised ROs was in 2015 following the merger of Det Norske Veritas and Germanischer Lloyd to become DNV GL AS. The MCA separately authorised both of these organisations as ROs prior to their merger.

    To ask the Secretary of State for Justice, what discussions he has had with the judiciary on the potential change in the number of litigants in person in personal injury claims as a result of the changes to personal injury law and procedures announced by the Chancellor in the Autumn Statement and Spending Review 2015; and if he will make a statement.

    Discussions related to the new reforms have been held with the judiciary and with members of Claims Portal Limited’s board. The Government will continue to work with a wide range of stakeholders, including other Government Departments, in taking the work forward and will consult on the detail in due course. The consultation will be accompanied by an impact assessment.

    To ask Her Majesty’s Government whether they plan to continue to include the current requirements for cross compliance within continuing farm payments up to 2020 following the UK leaving the EU including (1) the protection of watercourses and groundwater, (2) public rights of way and boundaries, (3) soil protection standards, (4) standards of animal husbandry and welfare, and (5) the use of plant protection products.

    To ask the Secretary of State for Culture, Media and Sport, whether she plans to reform the regulation of fixed odds betting terminals.

    The Government announced a review of Gaming Machines on 24 October which will look at evidence in regards to stakes and prizes of gaming machines; the number and location of gaming machines; and social responsibility measures to protect players and communities from gambling-related harm, including gambling advertising.

    This review will include a close look at the issue of sub-category B2 gaming machines (more commonly known as Fixed Odds Betting Terminals – FOBTs) and specific concerns about the harm they cause, be that to the players themselves or the local communities in which they are located. This is the correct mechanism in which to look again at this issue.

    There is now an opportunity for anyone with an interest in this matter to submit evidence for consideration. The Call for Evidence period ends on 4 December 2016.

    To ask the Secretary of State for Northern Ireland, with reference to page eight of the Stormont Agreement and Implementation Plan, published on 17 November 2015, what the further financial support of around £500 million from the Government will consist of and for what purposes it can be used.

    The financial support of around £500m consists of:

    – £160m in Additional Security Funding;

    – £25m to tackle Continuing Paramilitary Activity;

    – £3m to establish and fund a Monitoring and Implementation body; and

    – £60m for Shared Future measures.

    Additionally, welfare deductions stopped when the Assembly passed a consent motion for UK legislation to implement reforms. The UK Government will refund the deduction due for the remainder of the year, which is estimated to be around £40m.

    The Executive is also to develop effective Spend to Save proposals. The Treasury will work with them to finalise proposals, help fund them (up to £125m), and let the Executive keep half the savings that can be verified by the Office of Budget Responsibility (OBR). The parties project that this will generate significant savings in the next five years, taking the total package over £500m.

    To ask the Secretary of State for Communities and Local Government, with reference to paragraph 3.15 of the Spending Review and Autumn Statement 2015, what steps he plans to take to address the effects of regional variation in council tax revenue on funding for social care under the proposed council tax precept for social care.

    It is for local authorities to allocate funding to individual services from their overall budget. In recognition of increasing demand for social services, the Spending Review announced an ambitious plan to integrate health and social care across the country by 2020, and a £3.5 billion package to support local authorities with responsibility for adult social care to meet the needs of their local population. This includes giving councils the additional freedom to introduce a social care precept onto council tax bills, which local authorities with responsibility for Adult Social Care services can choose to take up from 2016-17. The consultation on the provisional local government finance settlement will soon be published and it will include proposed changes to rebalance support, including to those authorities with social care responsibilities, by taking into account the main resources available to councils.

    To ask the Secretary of State for Health, if he will commission an inquiry into contaminated blood in England and Wales.

    Given the thoroughness of Lord Penrose’s report, published in March 2015 and the fact that the report sets the events in Scotland in the wider UK context at that time, our view remains that there is no need for a further public inquiry in England. The report, together with over 5,000 documents from the period 1970-85 that have already been published by the Government, provides a comprehensive picture of events and decisions made. Another Inquiry would not be in the best interests of sufferers and their families as it would be costly and further delay action to address their concerns and significantly delay plans to reform existing payment support schemes.

    On 21 January 2016, the Government published a consultation seeking views on proposed reforms to the schemes supporting those infected with, or affected by, HIV and/or hepatitis C through NHS-supplied blood products. I would encourage all those with an interest to respond.

    Several parts of the London 2012 warm-up track have been used in athletics venues around the country including Gateshead International Stadium, Birmingham Alexander Stadium, Lee Valley Stadium, Allianz Stadium and Swansea Stadium. A number of other options are being explored for future use of the remaining track.
