    To ask the Secretary of State for Work and Pensions, what assessment his Department has made of the potential effect of capping housing benefit to the same level as local housing allowance on the number of specialist homes in (a) Sunderland, (b) the North East, and (c) England.

    We recognise the importance of assessing the potential impact on specialist homes. However, as the policy is not yet fully developed we are unable to provide any Information relating to this at this time.

    For this reason on 1 March 2016 we announced, via a Written Ministerial Statement, that the effect of the LHA cap for those living in social sector supported housing would be deferred by a year, pending the outcome of a review, This means that the measure will only effect those who have taken on or renewed a tenancy from April 2017 rather than April 2016.

    We have done this because we understand the importance of ensuring that both those living in supported housing and those who provide this type of accommodation receive appropriate protections. This is why we are awaiting the outcome of a “Supported Accommodation” research project and subsequent policy review, to ensure support is focused on the most vulnerable and appropriate groups are safeguarded.

    I visited Ethiopia on the 17th of June and held discussions with senior Ministers in the Ethiopian Government, reiterating our concerns about the response to the protests in Oromia. I emphasised that civil and political rights are an important aspect of DFID’s Partnership Principles assessments, which inform decisions on the shape of our programme.

    HMS OCEAN entered service in 1998 with an expected in service life of 20 years and she will decommission in 2018. The Strategic Defence Security Review 2015 made provision to augment the Queen Elizabeth Class carriers and maximise their ability to support amphibious operations. Prior to the carriers being brought into service, other Royal Navy and Royal Fleet Auxiliary ships will provide support to amphibious operations.

    To ask the Secretary of State for the Home Department, what recent steps the Government has taken to resolve the migration situation at Calais.

    The UK Government recognises the exceptional pressures on the French Government and its citizens caused by the migrant situation in the Calais region.

    In particular, the French police face a difficult challenge in dealing with the increasingly violent migrants, who are damaging property and vehicles and attacking officers around the juxtaposed ports in their attempts to reach the UK illegally.

    The UK welcomes the continued efforts by the French Government to address the situation, in particular the significant commitment of additional French police officers deployed in Calais.

    We also welcome the progress made by the French to move migrants away from Calais to suitable facilities in alternative sites in France, and to increase the number of migrants claiming asylum in the country.

    These French efforts, combined with the additional British personnel at the ports, the priority fencing and enhancements to security infrastructure, and the work to tackle organised crime that our two countries have progressed jointly over recent months, sends a clear message: we will continue to work together to keep our borders secure; migrants should not head to Calais, and those in Calais intending to seek asylum should do so in France.

    To ask the Secretary of State for the Home Department, if she will make representations to the French government to ensure that the removal of 2,000 refugees from the Calais refugee camp into government-built shelters is co-ordinated with NGOs and volunteers; and that those refugees are (a) well-informed, (b) safely moved, (c) able to retain their possessions and (d) have their human rights respected.

    The UK Government recognises the exceptional pressures on the French Government and its citizens caused by the migrant situation in the Calais region. Both Governments are clear that the right course of action is, as far as possible, to move migrants away from Calais and for genuine refugees, to be offered protection within the French asylum system. This is why the UK has committed to providing £3.6 million (or €5 million) per year for two years to help provide support and facilities elsewhere in France.

    The UK is in regular contact with France on all matters related to Calais and the migrant situation. However, operational decisions relating to the management of the camps are the responsibility of the French Government.
