    To ask the Secretary of State for Transport, what plans are in place to upgrade the existing Dartford Crossing and the A282.

    There are no current plans for upgrading the Dartford crossing and the A282. However, we are undertaking studies to identify options that could improve the traffic flow through the area.

    Until 24 March 2016 we are holding a public consultation on the proposed Lower Thames Crossing. This scheme would provide additional capacity to the existing Dartford-Thurrock crossings between Kent and Essex. This additional route should help reduce congestion on the current Dartford crossing and surrounding area.

    To ask the Secretary of State for Health, what recent discussions he has had with British Pregnancy Advisory Service (BPAS) about safety concerns in the Care Quality Commission Report on the BPAS abortion clinic in Richmond.

    One representation has been received in relation to the Care Quality Commission’s (CQC) inspection of BPAS Richmond. The CQC is responsible for ensuring that requirements under the Health and Social Care (HSC) Act 2008 are met by the providers of termination of pregnancy services including meeting the fundamental standards of quality and safety as set out in Part 3 to the 2014 Regulations, and Regulation 20 of the Care Quality Commission (Registration) Regulations 2009, which is specific to independent sector termination of pregnancy providers. The CQC is responsible for ensuring that the requirements under the HSC Act 2008 are maintained through a system of monitoring and, where appropriate, inspection visits. It is for the CQC and the provider to address required and recommended actions identified following an inspection.

    Independent sector providers are also required to comply with the Department of Health’s Required Standard Operating Procedures.

    Departmental officials meet regularly with representatives from the British Pregnancy Advisory Service (BPAS) but have not met since the CQC report on BPAS Richmond was published.

    Oil exploration in the Falkland Islands is governed by the Falkland Islands Offshore Minerals Ordinance of 1994. Subject to this Ordinance, and with the consent of the Secretary of State for Foreign and Commonwealth Affairs (Mr Hammond), the Rt Hon. Member for Runnymede and Weybridge, the British Government appointed Governor of the Falkland Islands may, on behalf of Her Majesty the Queen, grant to any person a licence for the purposes of exploration or production in the controlled waters, or in the sea-bed or subsoil thereof, of the Falkland Islands.

    I have been asked to reply on behalf of the Home Office.

    The Government will shortly be consulting on proposals to tighten the Resident Labour Market Test, which businesses have to undertake before sponsoring individuals under Tier 2 (General), the skilled work route for non-EEA nationals.

    This is not about listing foreign workers or so-called “naming and shaming” of companies. This information will not be published. The proportion of international workers in a company is one of the pieces of information that we might decide to take into account, as part of our work to ensure that companies take reasonable steps to recruit at home before looking to bring in workers from abroad.

    We will listen to businesses throughout the consultation and use that feedback to inform our decisions.

    Information on the average amount foregone by women who will wait longer to receive their state pension as a result of changes brought about by the Pensions Act 2011 is not available.

    The impact on total lifetime pension income depends on income level, and whether an individual works up to their new State Pension age. The Pensions Act 2011 Impact Assessment presents modelled impacts using hypothetical examples of single individual male and female high, median and low earners. This analysis focuses on illustrating the impact on income in retirement. It therefore does not take account of gains in working-life income through earnings (or working-age benefits) received in the period up to the new State Pension age that will either wholly or partially replace the income a person would have received from their private and / or State Pensions.

    Defra is in regular contact with the National Wildlife Crime Unit about its work. I met the head of the unit on 3 December and Defra officials attended both the Governance Board and the Tasking and Coordination Group for the unit on the same date.

The number of different programmes it delivers has increased over the years and in some cases have become confusing for businesses, especially for SMEs, to navigate. Consequently, Innovate UK is currently simplifying its support to innovative businesses. Innovate UK intends to publish new Strategy and Delivery plans, which will outline its funding approaches and programmes.
