    The Government will publish plans for the next Contract for Difference Allocation Round for less established technologies – planned for the end of 2016 – as soon as possible.

    Following this we will work to deliver the round, including submission of any necessary notification to the European Commission.

    To ask Her Majesty’s Government what is the total value of tax relief not paid to low-paid workers in (1) 2014–15, (2) 2015–16, and (3) 2016–17 to date, as a result of those workers contributing to a net pay scheme from which they were unable to receive the tax relief to which they would be entitled in a relief-at-source scheme.

    The Government does not collect data on the number of workers earning less than the personal allowance who are also members of pension schemes that operate a net pay system. The Government does not hold employee level data on employees enrolled in net pay pension schemes, as such schemes are not obliged to report pension contributions to HM Revenue and Customs. The Government does not therefore hold information on the value of tax reliefs paid out to employees in net pay schemes.

    However, the Pensions Regulator provides guidance to employers on choosing a pension scheme for their staff in order to discharge their statutory obligations under automatic enrolment. This guidance covers the choice between net pay and relief at source schemes, and the implications of net pay schemes for employees who do not pay tax.

    To ask the Secretary of State for Environment, Food and Rural Affairs, what estimate she has made of the cost of (a) completing the network of Marine Conservation Zones and (b) creating a blue belt around British Overseas Territories.

    Responsibility for Marine Conservation Zones is devolved, the answer below relates to Marine Conservation Zones being established in the Secretary of State’s waters: English inshore waters (within 12 nautical miles) and the offshore waters (beyond 12 nautical miles) off England, Northern Ireland and Wales.

    We are designating Marine Conservation Zones in tranches; for each tranche costs are estimated in Impact Assessments accompanying their consultation and then designation. Equivalent annual costs to business for the first tranche were estimated upon their designation to be £0.5 million, with £1.7 million annual costs for the public sector. Equivalent annual costs to business for the second tranche estimated when they were consulted on were £0.18 million, with £1.924 million annual costs for the public sector, these estimates will be updated when this second tranche is designated. We have not yet estimated the costs for the third and final tranche, costs estimates will be provided when this tranche is consulted on.

    The Blue Belt of marine protection around the Overseas Territories will encompass a broad range of new and enhanced marine protection measures across different Territories.The British Indian Ocean Territory and South Georgia & the South Sandwich Islands have already declared Marine Protected Areas (MPAs), with funded enforcement measures. For Pitcairn and Ascension Island, work is in hand to develop cost-effective monitoring and enforcement solutions for future MPAs. For the other Overseas Territories, the Foreign & Commonwealth Office is at an early stage of working with the Territories to scope what further marine protection measures are desirable and scientifically justified.Identifying any additional cost requirements to support this initiative is part of this scoping exercise.[1]

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if his Department will take steps to assist in securing the release of Kamal Foroughi from Evin Prison in Iran.

    We remain very concerned about the case of dual-national Mr Kamal Foroughi. Iran does not recognise dual nationality and as such has not granted us consular access. I met his family on 1 December, and confirmed that we have raised this with the Iranian authorities on repeated occasions, urging Iran to provide regular medical assistance and access to a lawyer which are both key to securing his release. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) raised this with Iranian Foreign Minister Zarif and President Rouhani during his visit to Iran in August. He also raised it most recently with Foreign Minister Zarif in New York at the UN General Assembly in September. The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) raised the case with President Rouhani during a telephone call in July, and wrote a further letter on the matter in October regarding our consular cases.

    To ask the Secretary of State for the Home Department, whether the Government has reached an agreement with the US government on the placement of US border guards in UK airports.

    The US operates border pre-clearance facilities at a number of international airports to allow passengers on flights to the US to clear US customs and immigration controls before they arrive in the US. The US Government seeks to negotiate such arrangements with the relevant UK airports, as any interested airport would need to adapt its operations accordingly. However the introduction of pre-clearance operations would also require approval by the UK Government. We continue to discuss pre-clearance with the US but no formal agreement has yet been reached.

    The Environment Agency plans to undertake investigative work to identify and assess options to further reduce flood risk within the constituency. Depending on the outcome of this work, the Environment Agency has earmarked approximately £1 million of capital funding in the period 2021/22 for works to further reduce flood risk in Cleckheaton and Liversedge.

    To ask the Secretary of State for Health, how many co-commissioning pilots aimed at improving clear access routes between schools and specialist mental health services have been launched in each (a) year since 2010 and (b) month of 2015-16 to date.

    On 3 December 2015 the Education Secretary announced 22 pilot areas across the country would develop better joint working arrangements to support timely and appropriate referrals to services and implement a joint training programme for named contacts in Child and Adolescent Mental Health Services and schools.

    To take forward these actions, the Department and NHS England are working together to test the named lead approach and to trial a joint training programme for them. The training workshops element of the pilot began in November 2015 and it is expected that all of the workshops will be delivered by the middle of March 2016.

    To ask Her Majesty’s Government, further to the Written Answer by Earl Howe on 23 March (HL6981), whether they can confirm that the date by which all six destroyers will be fully operational is still unknown.

    All Type 45 Destroyers remain in the operational cycle and continue to be routinely deployed. The Type 45 power and propulsion improvement programme is currently considering a number of technical options and delivery models with competing industrial partners. The programme is not yet mature enough to confirm when the equipment upgrade will be completed.

    Funding for the Type 45 power and propulsion improvement programme is to be contained within the budget allocated to Navy Command.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to the government of China on the case of the disabled rights lawyer Ni Yulan who has recently been placed under house arrest in that country.

    The Foreign and Commonwealth Office monitors the human rights situation in China closely, and we are concerned by the treatment of Ni Yulan, both her house arrest and the credible reports of harassment of her and her family. A senior British diplomat met Ni Yulan in March. Five diplomats from other countries were prevented from visiting Ni at her home last month. We will continue to press the Chinese authorities for access. We plan to raise Ni’s case at the next round of the UK-China Human Rights Dialogue.

    More widely, I remain concerned by the harassment and detention of human rights defenders in China. We continue to urge the Chinese authorities to respect and protect freedom of expression and association, in line with its constitution and the international frameworks to which China is a party.

    The Government is clear that the redesign of front-line health services, including maternity services, is a matter for the local National Health Service, where clinicians are best-placed to make the decisions in the best interests of their patients.

    All such decisions are locally led and any proposed changes to services are subject to meeting the four tests for service change: they must have support from general practitioner commissioners, be based on clinical evidence, demonstrate public and patient engagement, and consider patient choice.
