    To ask the Secretary of State for Health, what assessment he has made of the implications for the policies of the Cabinet Office of the recommendations of the Mental Health Taskforce report, published in February 2016.

    We welcome the recommendations for government in the report and will be considering how best to integrate them into our work programme. There will be an impact on policies across Government in this period and, more importantly, a positive impact on people using mental health services.

    The Mental Health Five Year Forward View Taskforce Report proposes, and we accept, investing over £1 billion of additional funding by 2020/21 to reach one million more people. There are a number of recommendations in the report which will have an impact on crisis care services, accident and emergency departments, mothers suffering from mental health problems, suicide prevention, children and young people’s mental health services, access to psychological therapies and the physical health of people with mental health problems. The £1 billion announced with the Taskforce report is the total annual cost for all areas in 2020/21.

    Announcements on the development of policies, including those with reference to implementing the Mental Health Taskforce will be made in due course.

    To ask the Secretary of State for Transport, with reference to the proposed Buses Bill, what assessment he has made of the potential effect on competition in the bus services market of bus operators retaining vehicle fleets, depots and other strategic assets when bus services are franchised.

    The actual competition impacts will depend on how franchising is implemented at the local level. The Department’s high level assessment of the potential competition impacts of the Buses Bill proposals will be set out in the Impact Assessment which will accompany the introduction of the Bill. Individual local authorities will be better placed to conduct a detailed competition assessment of any changes they propose to make to their local bus market in light of the Bill.

    To ask Her Majesty’s Government why water customers are being required to pay for the financing and legal fees of the shareholders of the consortium, Bazalgette Tunnel Ltd., which was awarded the licence for the Thames Tideway Tunnel.

    A water and sewerage company’s management and investors are responsible for determining the company’s capital and financing structure. This is an important feature of the water industry as it encourages investment by enabling a company to put in place a structure that works for it. However, accountability for a water or sewerage company’s capital and financing structure rests with investors and not customers.

    Bazalgette Tunnel Ltd (trading as Tideway) is an infrastructure provider, appointed and licenced under the Water Industry (Specified Infrastructure Projects) (English Undertakers) Regulations 2013 (S.I. 2013/ 1582). Any costs incurred by Tidewayand its shareholders for its financing and other corporate arrangements are prevented under their project licence from being met by customers and are instead borne by the shareholders. This includes costs incurred both before and after licence award in August 2015.

    To ask the Secretary of State for Business, Innovation and Skills, what additional resources have been or will be made available to the Student Loans Company to enable that Company to administer amendments to the fees and student support system in England covering the (a) replacement of maintenance grants by maintenance loans, (b) introduction of the postgraduate loan scheme, (c) extension of maintenance loans to part-time students, (d) extension of advanced learner loans to those aged 19 years and above and (e) Teaching Excellence Framework.

    The Department for Business, Innovation and Skills (BIS) fully funds the cost to the Student Loans Company (SLC) of administering Higher and Further Education student finance policy in England. Funding is allocated on a demand-led basis whereby BIS requests services, SLC estimates the cost of delivery and then BIS pays the costs in full.

    As set out in SLC’s public Annual Performance and Resource Agreement (APRA) for financial year 2015-16, BIS made approximately £8.8m available to SLC to meet the costs of implementing all new policies related to student support for Higher and Further Education in England, including (but not exclusively) the implementation of policies a, b and d above. The amount of funding to be made available to SLC for the financial year 2016-17, including for delivery of policies a-e above, will be confirmed in this year’s APRA and published on SLC’s website shortly.

    To ask the Secretary of State for Defence, what specific steps he is taking to protect the site of HMS Warrior from illegal salvage activity.

    The Ministry of Defence Police (MDP) has carried out the following investigations (taking “disturbances” to mean thefts or alleged thefts and not limited to shipwrecks) under the Protection of Military Remains Act 1986:

    The MDP has not received any information related to the illegal salvage of material from HMS Warrior.

    By invoking the principle of Sovereign Immunity, and by designating specific vessels under the Protection of Wrecks Act 1973 and the Protection of Military Remains Act 1986, we endeavour to protect these important sites where we are able. Where we have definitive evidence of desecration of these sites, we will take appropriate action. However, it should be appreciated that, given the large number of Royal Navy wrecks around the world and the vast area they cover, there are limitations on what can be achieved with regard to protection.

    There is an ongoing review into the most effective and appropriate definition for social mobility which we will align with in future years. This work is being led by The Bridge Group, a charitable policy association promoting social mobility, as part of research they are undertaking on social mobility in the Fast Stream.This research is the largest quantitative analysis of its kind and will help to inform how we define and measure social mobility across all Civil Service talent schemes, including the Future Leaders Scheme and Senior Leaders Scheme. The research will also help us to determine what information we collate and publish on these schemes in a meaningful and accessible way.

    We are also working towards a position where we collate and publish diversity data in a single format on the gov.ukwebsite to improve transparency and accountability on overall progress towards diversity and inclusion in the Civil Service.

    Mr Paramjeet Singh, an Indian national with refugee status resident in the UK, was arrested in Portugal on 18 December 2015 under an International Arrest Warrant issued by India on charges of Murder and Terrorism. India has until 26 January to present Portugal with a formal extradition request. The Portuguese authorities have jurisdiction and will decide whether to extradite.

    All insurance premiums, including health cash plans, are exempt from VAT.

    Long term insurance products, including critical illness cover, life insurance and income protection insurance are exempt from IPT.

    Insurance Premium Tax is currently paid by insurers on all general insurance premiums. This includes health cash plans and other forms of medical insurance.
