To ask Her Majesty’s Government whether the concept of parity of esteem as outlined in the Belfast Agreement 1998 applies to security service people who have a residence elsewhere but are, or were, resident in Northern Ireland for a period.

This Government understands the concept of parity of esteem, as set out in the 1998 Belfast Agreement, as placing a general obligation on the UK Government to treat people of different traditions in Northern Ireland fairly and with equal respect. In the Agreement it is clearly expressed and defined in relation to people living in Northern Ireland.
As a general obligation there is no definition of particular circumstances in which it does or does not apply.
As I have set out in previous replies to the Noble Lord, this Government is firm in its commitment to the protection of people against any form of discrimination, and the promotion of opportunity for all, across the whole of our United Kingdom.
In respect of the Noble Lord’s question about those who might march wearing army uniforms but who are not members of an army, the concept of parity of esteem clearly does not absolve people from upholding the law. This Government has made clear many times that we will never accept any form of equivalence between members of the security forces and those who engage in terrorism or other forms of paramilitary activity.

To ask Mr Chancellor of the Exchequer, how the £15 million tampon tax fund has been allocated in the UK.

The Tampon Tax Fund supports women’s charities that are making a significant impact in the lives of women and girls in the UK, including health, wellbeing and education initiatives, and services for vulnerable women. The bids selected represent a range of different initiatives to benefit women across the whole of the UK.
In total, 25 charities have been allocated funding so far. This includes £5.2 million of funding allocated to Comic Relief and Rosa, to disburse funding over the coming year to a range of grassroots women’s organisations across the UK, in recognition of the high number of applications received.

To ask the Secretary of State for the Home Department, how many police dogs are available at any given time to the West Yorkshire Police Force; and how such police dogs are geographically deployed.

To ask Mr Chancellor of the Exchequer, what steps the Government is taking to ensure that an approach supply of finance to productive investment is available to help increase productivity.

The government is committed to boosting productivity growth and narrowing the gap with other leading advanced economies. In July 2015 the government published ‘Fixing the Foundations: Creating a more prosperous nation’; a comprehensive plan that sets the agenda to reverse the UK’s long-term productivity problem.
The financial services sector has a dual role in supporting UK productivity. As well as its own productivity performance, it is critical for supporting the rest of the economy, allocating resources and facilitating long term productive investment. In the latest remit letter to the Financial Policy Committee of the Bank of England, the Chancellor highlighted the importance of a stable financial system providing finance for productive investment.
To promote the provision of finance to support productive investment, it is important that it can be measured accurately. The Bank of England, working with HM Treasury, have initiated research to create a better measurement of ‘finance for productive investment’ covering all asset classes and all stages of finance, with a view to publishing the data on a regular basis.

To ask Her Majesty’s Government whether they will link GP registers of people with learning disabilities and ONS mortality data to enable comparisons of age and cause of death between people with learning disabilities and the general population at a national level, and to measure change over time.

The Department of Health is currently working with Public Health England, NHS England, the Health and Social Care Information Centre and the Learning Disability Mortality Review Programme to consider the feasibility of linking different datasets in order to compare outcomes for people with learning disabilities with the general population. This aims to help reduce inequalities and poor outcomes, including premature mortality, in people with learning disabilities.

It is a matter for Ofcom to monitor and regulate competition in electronic communications markets and last year it launched a Strategic Review of Digital Communications. Maintaining and promoting competition and innovation in the electronic communications markets are key areas that Ofcom is considering.
The promotion of competition and innovation in the telecommunications sector is high on the Government’s list of objectives for the European Commission’s review of the Electronic Communications regulatory Framework, as was reflected in our response to its consultation. Proposals from the Commission are expected later this year.
