    I have had discussions with Ministers on the Smith Commission Agreement and the Scotland Bill. The Secretary of State for Scotland has spoken to women’s groups in Scotland about devolution of abortion legislation, and Department of Health officials have had informal discussions and communication with the Royal College of Obstetricians and Gynaecologists on this matter.

    HM Treasury manages 1 Horse Guard’s Road in which 6 defibrillators are located. On 29th September 2015, 1 Horse Guard’s Road received Automated External Defibrillator Accreditation by the London Ambulance Service.

    To ask Her Majesty’s Government what is the total sum to date that has been paid in compensation to persons found guilty of terrorist-related offences in Northern Ireland whose convictions have been overturned because the activities of British agents were not disclosed to the courts; how many further such claims for compensation are pending; and whether compensation will be paid if more claims are made.

    It is long standing policy of successive Governments neither to confirm nor deny the involvement of agents of the Security and Intelligence Agencies in any specific activity in order to protect the UK’s national security. I am therefore unable to comment further.

    However, where national security sensitive information is relevant to an application for compensation for a miscarriage of justice in Northern Ireland, for example where the Court of Appeal is unable to make public its full reasons for quashing the conviction, the decision on whether compensation is payable is one for the Secretary of State for Northern Ireland. In making that decision, she will apply the new test set out in section 133(1Z) of the Criminal Justice Act 1988, namely that compensation is payable “if and only if the new or newly discovered fact shows beyond reasonable doubt that the person did not commit the offence”.

    This is the first ever nationwide campaign on this issue promoted by the Government. Its aim is to raise awareness amongst the public about abuse and neglect and how to report suspected instances. This is a nationwide campaign and we have been working with all local authorities to promote it. We have provided a toolkit of materials, which can be used across the country to support the campaign locally.

    This year, we ran a pilot, paid-for campaign in 33 local authorities in the West Midlands and Outer London where we have paid for out-of-home, digital and radio advertising. These areas were chosen because of their dense and diverse populations. The overall cost of the campaign has been up to £1m.

    To ask the Secretary of State for Transport, how he will ensure the Government’s £80 million five-year Access Fund will be spent on sustainable transport projects.

    The Department for Transport allocated £20 million of the £80 million Access Fund to a transition year between 2016 and 2017.

    The primary objectives of the Sustainable Travel Transition Year remain as per the Local Sustainable Transport Fund to support the local economy; reduce carbon emissions; improve access to jobs, training and education; and increase levels of people cycling and walking. The competition for this was held on 15th February and closed on the 29th March 2016. The competition has now been assessed and the winning bids will be announced shortly.

    This transition year has been set up to support local councils in the switch from the Local Sustainable Transport Fund to the Access Fund.

    The launch of the £60 million Access Fund will take place later this summer 2016, to provide further support for sustainable and accessible travel projects. Improving access to employment, education and services and improving walking and cycling uptake will be the core objectives.

    To ask the Secretary of State for International Development, what assistance her Department has provided to Palestine in the last two years; and what assessment she has made of the results of such assistance.

    DFID provided almost £157 million to the Occupied Palestinian Territories (OPTs) between 2014/15 and 2015/16 to help build Palestinian institutions, deliver basic services and promote economic development. DFID has either met or exceeded the majority of its targets for programmes in the OPTs.

    DFID supported over 390 companies to improve their operations and increase competitiveness. In each of the two years, through UNRWA support, over 26,000 families received social transfers (either food or cash) and almost 45,000 children were provided basic education. Furthermore, over 1.6 million medical consultations were provided over the two years.

    In addition to this support, the UK provided more than £17m in immediate humanitarian assistance for those affected by the Gaza conflict in the summer of 2014. Non-food Item (NFI) packages were provided for 23,400 families covering their needs for three months.
