    To ask the Secretary of State for Health, what estimate he has made of the potential cost to industry of the proposal in Question 35 of the Department for Health consultation on the extension of charging overseas visitors and migrants using the NHS in England.

    In relation to the Department’s recent consultation on extending charging to overseas visitors using the National Health Service in England, a lack of available data means that it has not been possible to estimate the cost to industry of the proposal to remove the exemption from charge category for overseas visitors working on United Kingdom-registered ships. However, the proposal was included in the Impact Assessment and is thought to be small overall.

    We are currently analysing responses to the consultation.

    Since 2010, the Government has generated £1.8 billion in capital receipts and vacated over 2,000 individual properties. This includes over £600,000 raised from the sale of Government owned property in Newcastle upon Tyne between 2010 and 2016. Disposals of surplus property is improving Government’s estate management and releasing surplus land and property in a way that delivers value for the taxpayer, boosts growth and creates new homes.

    To ask Her Majesty’s Government, in the light of the indictment of Omar al Bashir for genocide and human rights abuses in Sudan, what is the current level of engagement with the Sudanese regime and whether that level of engagement has increased, or is planned to increase.

    In order to maximise our ability to persuade all parties to the conflicts in Sudan to end the fighting and allow the Sudanese people the security and development they deserve, we need to have a greater level of direct engagement with the government of Sudan. For that reason, we have started a Strategic Dialogue with the government of Sudan, which provides a necessary platform for us to raise issues of concern, including human rights, and at the same time explore possibilities for cooperation on a wide range of UK interests. The Strategic Dialogue process does not change our position of maintaining only‘essential contact’ with President Bashir, given his outstanding arrest warrant from the International Criminal Court (ICC). The UK remains a firm supporter of the ICC and encourages all States to act on its indictment.

    To ask the Secretary of State for Defence, with reference to UK Defence in Numbers, published by his Department in August 2015, how many of the 125 Tornado Combat aircraft referred to in that document are combat ready.

    The Defence in Numbers booklet is a snap shot of the UK’s Defence capability and how we are spending the fifth largest Defence budget in the world. As well as giving details on civilian and personnel numbers and current operations, it also includes a list of the Ministry of Defence’s equipment holdings, the vast majority of which are in service and deployable. We will continue to review the Defence in Numbers booklet to ensure that it best reflects the breadth of defence equipment.

    The pieces of equipment listed in the Defence in Numbers booklet that are not capable for use on the front-line are: Jet provost aircraft, BAE-125 aircraft, Wessex helicopters, Challenger 1 battle tanks, FH70 Towed Howitzers and Chieftain Armoured Vehicles. These platforms are used in either a training or ceremonial capacity.

    Currently 90 Tornado aircraft remain in the operational fleet and are, or could be, returned to combat ready status; this number includes aircraft undergoing periodic deep maintenance and modification which are not immediately available for operational use.

    To ask the Secretary of State for the Home Department, what steps her Department is taking to reduce the cost of Disclosure and Barring Service checks.

    The Disclosure and Barring Service (DBS) is funded through fees charged for disclosure certificates and from subscriptions to the DBS disclosure update service. DBS operates on a full cost recovery basis. There has not been a fee increase in four years and volunteers receive free checks.

    We remain concerned about the use of a dual court system whereby Palestinians, except East Jerusalem residents, are subject to the Israeli military court system, irrespective of the charge, whereas Israeli citizens are dealt with by the Israeli civil justice system. We are clear that Israel has legal obligations as an Occupying Power with respect to the Occupied Palestinian Territories under applicable international law. We regularly discuss with the Government of Israel implementation of those obligations and raise our serious concerns regarding such issues as the treatment of Palestinian children detained in Israeli prisons.
