    To ask the Secretary of State for Environment, Food and Rural Affairs, if the Government will take steps to reduce the number of non-recyclable paper coffee cups used in the UK.

    Paper coffee cups are covered by the Packaging Waste Regulations. The UK meets its packaging waste recovery and recycling targets through a market-based approach. These targets are reviewed periodically to encourage more recycling of packaging, including paper and cardboard. Packaging producers who put more than 50 tonnes a year of packaging materials on the market and have an annual turnover of more than £2 million are required to recover and recycle a proportion of their packaging waste. As a result, major coffee chains pick up a financial obligation to recycle their packaging waste, including paper coffee cups, through this mechanism.

    We are aware of many major chains who are taking their own action to incentivise environmentally friendly behaviour, for example, offering a reusable cup discount on drinks if people bring their own cups.

    Industry has also put in place the Paper Cup Recycling and Recovery Group (PCRRG). As part of this, a manifesto signed by over 40 companies was launched on 27 June this year, with the aim of “significantly increasing paper cup recovery and recycling rates by 2020”.

    The UK Government continues to assist Bahrain in their reform agenda including by working with the Northern Ireland Cooperation Overseas programme, whose aims are to assist the Government of Bahrain to bring its justice system into compliance with international standards. The UK Government continues to have frank discussions with the Government of Bahrain about our concerns on human rights cases. We continue to encourage the Bahraini authorities to respect the rights of all its citizens and we have encouraged them to protect the universal rights of freedom of expression most recently at the UN Human Rights Commission meeting in September.

    To ask the Secretary of State for the Home Department, how many scientists and engineers have been refused a Tier 2 (General) Certificate of Sponsorship because the annual cap had been reached since May 2010; which Standard Occupational Classification codes have been affected by that cap; and how many applications have been refused for each such code to date.

    There were no Certificates of Sponsorship applications refused because of the annual cap between May 2010 and May 2015.

    For the period from June to October 2015, 55 applications for a CoS for an engineer role have been refused. No applications for a CoS for scientist roles have been refused.

    A full breakdown of the number of CoS refusals because of the annual cap, for each Standard Occupational Classification code has been produced as a separate document. I will place a copy of this document in the Library of the House of Commons.

    To ask Mr Chancellor of the Exchequer, what recent assessment he has made of progress in implementing the OECD Base Erosion and Profit Shifting Action Plan.

    The G20 Leaders endorsed the package of measures developed under the ambitious G20/OECD Base Erosion and Profit Shifting (BEPS) project at the Antalya Summit, 15-16 November 2015.

    The UK has already taken action to implement two of the internationally agreed BEPS outputs with domestic legislation to introduce country-by-reporting and rules to address hybrid mismatches.

    Several BEPS outputs need to be implemented through changes to double tax treaties. Over 90 countries are working with the OECD to develop a Multilateral Instrument, which will simultaneously update their bilateral treaties. The UK chairs the group, which is scheduled to complete its work by the end of 2016.

    The G20 has called on the OECD to develop a framework by early 2016 to monitor the implementation of the BEPS project globally involving all countries that commit to implement the BEPS outputs.

    To ask Mr Chancellor of the Exchequer, what assessment he has made of the potential effect of implementation of the Fourth EU Money Laundering Directive, 2015/849 on trade between US and European banks and financial service companies and their UK equivalents which include on their Board a Member of the House of Lords.

    Under the Fourth Anti-Money Laundering Directive, which will be transposed into national law by June 2017, a politically exposed person is one who has been entrusted with a prominent public function domestically or by a foreign country. The Government will publish an Impact Assessment in due course. This will set out the benefits and costs for businesses in a wide range of sectors, including banking and financial services.

    The changes proposed under the Directive should not prevent any individual in this category from gaining or maintaining access to financial services. Board appointments will remain a matter for individual banks and financial services companies in line with relevant codes and regulations. The Treasury regularly raises the Directive with financial institutions and the regulator, and we encourage financial institutions to take a proportionate, risk-based approach when applying these measures.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what representations he has made to his Burmese counterpart on the arrest and imprisonment of human rights activist U Gambira; and whether he has made an assessment of the living conditions of his imprisonment.

    We are concerned by the arrest and imprisonment of U Gambira. Together with our international partners we have been following his case closely, including attending court hearings on his case. While we have not made a formal assessment of the living conditions of his imprisonment, we are aware that a number of local and international NGOs have expressed general concerns about the
    conditions in Burmese prisons. The UK has consistently lobbied the Government of Burma to release all political prisoners.

    Marketing and public relations is not a category under which the Department collects expenditure information from academies and data is not, therefore, held by the Department in a way which distinguishes it from other spending by academies.

    Income and expenditure data for academies is collected and published each year by the Department as a Statistical First Release. The latest published data is for 2013/14 and can be found on GOV.UK at: https://www.gov.uk/government/statistics/income-and-expenditure-in-academies-in-england-2013-to-2014

    It is not possible to differentiate for any spend in an academy whether it was made from public funds or from self-generated income.
