This is a commercial matter for HSBC – Ministers in the Department had no discussions with HSBC prior to their 16 May 2016 announcement. We recognise that this will be a worrying time for the workforce and, since HSBC’s announcement, I have spoken to the Sheffield City Region Local Enterprise Partnership who will now be working with local partners to ensure that suitable support is available for any HSBC worker made redundant as a result of this announcement.

To ask the Secretary of State for Education, how many complaints her Department has received about consultations relating to new free schools.

Free schools trusts are required, under Section 10 of the Academies Act 2010, to consult those they think appropriate on whether to enter into a Funding Agreement with the Secretary of State to open the school, and to have due regard to the outcome of that consultation. The duty to consult rests solely with the trust and the Department does not direct trusts on how to execute their duty.
Complaints about a particular consultation can be made directly to the Department. However the total number of complaints received relating to free school consultations is not recorded.

The Ministry of Defence is in the planning stage of its RAF100 Campaign and intends to hold a National commemoration to mark the 100th anniversary of the founding of the RAF. A full list of events and activities will be published in 2017.

To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he has had with his international counterparts on establishing a regime of sanctions against nations and other entities which trade with Daesh.

The UK has led efforts to create and enforce an international sanctions regime to cut off support, including financial, for Daesh and other terrorist groups, underpinned by UN Security Council Resolutions. UN Security Council Resolution 1267 imposes sanctions on individual and groups associated with Al-Qaida and its affiliates including Daesh. In August 2014, under the UK’s Presidency, the UN Security Council adopted Resolution 2170 to restrict Daesh’s financial, trade and recruitment networks, as well as sanctioning individuals. In February 2015, we co-sponsored UN Security Council Resolution 2199, which tightens sanctions on Daesh, and requires all states to prevent the transfer of economic resources to Daesh, including infrastructure. The UK has also worked with other member states to secure EU sanctions listings to target individuals supplying Daesh oil to the Assad regime.

To ask Her Majesty’s Government what the terms of reference are for the HMRC pilot of the tobacco industry’s Codentify system for product authentication; how long that pilot will last; on what tobacco products that pilot is being undertaken; and with which tobacco companies that pilot is taking place.

HMRC is piloting the Codentify system, a product authentication tool that is currently used on tobacco packaging.
The objectives of HMRC’s pilot are to use and test Codentify as a product authentication tool that could help tackle illicit tobacco.
There is currently no specified end date to the pilot but HMRC will review its use of Codentify within 2016.
Codentify is being used to authenticate cigarettes and hand-rolling tobacco that carry the code, which are those produced by Phillip Morris International, Japan Tobacco International, Imperial Tobacco and British American Tobacco.
No discussions have taken place with these companies on the scope or format of HMRC’s planned review.

To ask the Secretary of State for Education, when she plans to update the Sex and Relationship Education Guidance that was published in 2000.

This Government believes that all children should have the opportunity to receive a high quality and appropriate sex and relationship education (SRE). SRE is compulsory in all maintained secondary schools and many primary schools also teach it in an age-appropriate way. The Government also expects academies and free schools to deliver SRE as part of their provision of a broad and balanced curriculum.
Any state-funded school teaching SRE must have regard to the Secretary of State’s SRE guidance (2000). The Department does not collect data about the number of schools that follow the guidance. The Department has received requests about updating the existing SRE guidance which we will carefully consider.
Ofsted does not inspect individual curriculum subjects. However, aspects of Personal Social, Health and Economic (PSHE) education and SRE will inform its judgment on personal development, behaviour and welfare. Inspectors must also consider the spiritual, moral, social and cultural development of pupils. Schools have responsibility for acting upon the inspection reports they receive and any weaknesses will be considered when the school is next inspected.
Initial Teacher Training is currently determined by the Teachers’ Standards, which all trainee teachers must be able to demonstrate by the end of their training. The Standards set out the key principles of good subject pedagogy and the importance of subject knowledge development across the curriculum. Schools and headteachers are best placed to determine which staff learning activities will be most beneficial for their schools and we expect them to lead the personal development of their teachers to improve the quality of all round teaching.
The Department supports schools’ efforts to improve PSHE teaching, by drawing schools’ attention to a range of high quality PSHE education teaching resources, including quality resources, lesson plans, a programme of study, factsheets and case studies. These resources are kite-marked by the PSHE Association to ensure that schools can trust the materials they use and improve their teaching.

To support local authorities impacted by Storms Desmond and Eva, the Department has provided Lancashire County Council with £4.3 million to date under the Community and Business Recovery Scheme. The Scheme has been designed to support local authorities across the country, such as Burnley, to develop and deliver their own locally tailored support packages for impacted businesses and communities. Burnley Borough Council has also received a further £56,070 for Business Rates relief to support flooded businesses.
