    To ask Her Majesty’s Government whether, following North Korea’s launch of three ballistic missiles on 5 September, the UN Security Council will be convened to consider the implications of that launch and an international response.

    The UN Security Council (UNSC) met on 6 September to discuss a response to the Democratic People’s Republic of Korea’s (DPRK) ballistic missiles launches on 5 September. The UNSC subsequently issued a statement condemning these launches as a flagrant violation of UN Security Council Resolutions. The UK strongly supports this statement, as we have with previous UNSC statements condemning DPRK provocations in 2016. We will continue to discuss at the UNSC, and with close partners, further measures in response to the DPRK’s destabilising and provocative actions.

    To ask Mr Chancellor of the Exchequer, how many tax claims stoppages made directly by HM Revenue and Customs in August 2016 were related to compliance with annual renewals.

    Between 1 August 2016 and 31 August 2016 HM Revenue and Customs (HMRC) automatically stopped 365,483 tax credit claims as a direct result of customers failing to comply with the requirements of the annual renewal process.

    Alongside the annual renewal process, HMRC records the number of awards that have been amended, which could be stopped, reduced or increased. Therefore, data showing the total number of claims stopped following a compliance intervention is unavailable.

    During the course of the contract, HMRC delegated a total caseload of 2,209,500 cases for high risk renewal checks by Concentrix. Of these 1,635,676 cases were not the subject of further investigation for fraud or error by Concentrix. This amounts to 74% of the total caseload.

    The volume of high risk renewals referred to Concentrix are broken down into the three risk categories as follows:

    • Undeclared Partner: 1,398,908

    • Work & Hours: 564,983

    • Child Care: 245,609

    No estimate has been made of the number of dogs humanely destroyed under section 1 of the 1991 Act. There are 3,222 dogs on the list of exempted section 1 dogs in Great Britain. These are dogs assessed by the courts not to be a danger to public safety including, since 13 May 2014 in relation to England and Wales, assessed as being in the charge of a fit and proper person. Guidance for enforcers of the law on dangerous dogs was issued in March 2009 and is available on line via the link below.

    To ask the Secretary of State for Health, what steps his Department is taking to protect community pharmacies in areas of social deprivation.

    Section 126 of the 2006 Act places an obligation on NHS England to put arrangements in place so that drugs, medicines and listed appliances ordered via National Health Service prescriptions can be supplied to persons. Each local authority Health and Wellbeing Board (HWB) must in accordance with regulations assess needs for pharmaceutical services in its area (a pharmaceutical needs assessment (PNA)). When developing the PNA, HWBs must consider the demography of its area, including whether there are areas of social deprivation as well as the pharmaceutical services provided within its area and the area of any other neighbouring HWB. It then publishes the assessment, which outlines the adequacy of provision in such areas and, where relevant, gaps in provision. NHS England uses the PNA to plan pharmaceutical services and to assess applications from persons for inclusion on a pharmaceutical list.

    In an open letter to the Pharmaceutical Services Negotiating Committee (PSNC) on 17 December 2015, the Government invited the PSNC to enter discussions with the Department, supported by NHS England, on changes to the community pharmacy contractual framework for 2016/17 and beyond, linked to the Spending Review. As part of the consultation, the Department is consulting on the introduction of a Pharmacy Access Scheme, which will provide more NHS funds to certain pharmacies compared to others, considering factors such as location and the health needs of the local population.

    As an integral part of its overall debt policy, HM Revenue and Customs (HMRC) uses private sector debt collection agencies as additional resource capacity, to extend the reach of its debt recovery activities (currently around 3% of all collection activity), particularly in relation to high volume, low value, debts. This ensures that all debts are kept in active recovery, and releases HMRC staff to focus on higher value more complex cases.

    To ask Her Majesty’s Government what plans they have to support the key objectives of the Global LGBTI Human Rights Conference that will take place in Uruguay from 13 to 15 July, which include the protection and promotion of LGBTI rights around the world.

    As I set out to the House of Lords on the 21 March, the UK will send a delegation to the Global Lesbian, Gay, Bisexual, Transgender and/or Intersex (LGBTI) Human Rights Conference taking place in Montevideo in July. We are committed to working with those countries that will be represented at the conference, and others, to combat discrimination and violence against LGBTI people. This forms an important part of our wider international human rights work.

    We continue to work through our Embassies and High Commissions and through international organisations, including the UN, EU, the Council of Europe and the Commonwealth, to promote general tolerance and non-discrimination toward LGBTI people and to address discriminatory laws, in particular those that criminalise homosexuality. The Global LGBTI Human Rights Conference will provide an opportunity to share information, best practice and lessons learned with partners and to discuss how to better coordinate international efforts and resources to support the promotion and protection of the rights of LGBTI people worldwide.
