    Programme Partnership Arrangement funding is provided to organisations to meet objectives set out in robust performance frameworks, agreed between the organisation and DFID, but it is not tied to specific initiatives or interventions. Organisations formally report against these performance frameworks on an annual basis.

    Cabinet Office is committed to supporting young people from all backgrounds to make positive life choices and give back to their communities. In January 2016 Home Office published Ending Gang Violence and Exploitation which sets out how Cabinet Office programmes such as NCS and Step Up to Serve provide meaningful alternatives to gangs. Over 200,000 16-17 year olds have participated in NCS since 2011 and Step Up To Serve’s #iwill campaign aims to increase the number of 10-20 year olds participating in social action by 50% by 2020. These programmes have a powerful impact on young people at a formative time in their lives.

    Operational responsibility for coroner services, including allocating resources, is the responsibility of local authorities.

    The Ministry of Justice does not collect information about the time taken for coroner post mortem examinations, or the number of coroners’ authorisations for burial.

    Highways England has carefully planned the roadworks on the M1 to ensure that works are carried out as concurrently as possible. This is to reduce the impact on motorists wherever possible, whilst delivering increasing levels of investment to improve the motorway network and enable economic growth.

    To ask the Minister for the Cabinet Office, what budget has been allocated under the Public Duty Cost Allowance for payments to the right hon. Member for Sheffield, Hallam.

    The purpose of the Public Duties Cost Allowance is to assist former Prime Ministers with the costs of continuing to fulfil duties associated with their previous position in public life. Exceptionally, the then Prime Minister agreed that the former Deputy Prime Minister , the Rt Hon Member for Sheffield Hallam, should be able to have access to the allowance to recognise the special position he held in the Coalition Government. Other former Deputy Prime Ministers are not eligible for the allowance. The allowance is set at a maximum limit of £115,000 per annum. The amounts paid are a reimbursement of expenses, accounted for in the published Cabinet Office Annual Reports and Accounts. The former Deputy Prime Minister is eligible for the allowance from the date of leaving ministerial office for the duration of this Parliament.

    To ask Her Majesty’s Government, in the light of the scrutiny of the UK’s bilateral aid programmes by the International Development Committee and the Independent Commission on Aid Impact, in addition to internal departmental audit and risk analysis, what level of scrutiny is applied to multilateral aid programmes.

    As with bilateral aid, multilateral aid is subject to robust scrutiny by the International Development Committee and the Independent Commission on Aid Impact (ICAI). For example, ICAI published a review on “How the Department for International Development (DFID) works with multilateral agencies to achieve impact”, in June 2015 and the International Development Committee published an interim report on “UK Aid – Allocation of resources”, in March 2016.

    The Secretary of State has clearly stated her commitment to driving higher results and ensuring value for money and transparency from DFID’s multilateral partners. DFID has taken a strategic approach to scrutinising the impact of our investment in multilateral organisations through the Multilateral Aid Review, the latest review is due to be published soon. The UK is also an active member of the Multilateral Organisation Performance Assessment Network (MOPAN), which brings together 18 donor countries with a common interest in assessing multilateral effectiveness. MOPAN will commission its own assessments of multilateral organisations.

    We recognise that men do not seek medical help as often as women, and their health can suffer as a result and that changing their behaviours could reduce premature death, illness and costs to society. The Department does not have a separate policy approach to men’s health as all policy subjects are expected to take into account equality issues as they are developed.

    In 2013, Public Health England was established to protect and improve the nation’s health and to address inequalities, working with national and local government, the National Health Service, industry, academia, the public and the voluntary and community sector. Local authorities are responsible for assessing the current and future health needs of their local population and targeting of interventions to reduce health inequalities. We have also given local authorities the flexibility to innovate and tailor services to meet local individual and population needs.
