    To ask the Secretary of State for Education, what steps her Department takes to monitor the compliance of local authorities with their statutory duty to secure sufficient accommodation for looked-after children.

    Local authorities are required, so far as reasonably practicable, to secure sufficient accommodation within the authority’s area to meet the needs of looked after and vulnerable children. Statutory guidance to help local authorities meet this duty was issued in 2010.

    Local authorities’ compliance with the “sufficiency duty” is considered as part of Ofsted inspection. In order for a local authority’s overall effectiveness to be judged as good, they must demonstrate a clear strategy for commissioning and developing services and that there are sufficient resources to meet the needs of local children. Ensuring sufficient placements and services for looked after children also forms part of Ofsted’s judgement of local authorities’ leadership and management.

    To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 2 March 2016 to Question 29835, and with reference to the Answer of 10 June 2013 to Question 158962, for what reasons information on the number of national minimum wage inquiries made to the Pay and Work Rights and Acas helplines relating to the domiciliary care and residential care sectors is not being collected at the previously available level of disaggregation.

    Information on the number of National Minimum Wage enquiries made to the Pay and Work Rights Helpline (PWRH) and Acas Helpline for the ‘domiciliary care’ and ‘residential care’ sectors has never been systematically collected.

    However, additional information about a complaint is collected after it is referred to HMRC and investigated further. This can include more detailed information on the sector in which the employer in question operates.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, if he will place in the Library copies of all departmental documents relating to the lifting of EU sanctions from Suleiman Marouf in August 2013.

    All decisions to designate and lift EU listings are made by the EU Council. The underlying evidence to support a designation or propose a delisting is made available to the Council and held on file.

    The Council decides collectively on the sharing of information externally. Member States are bound by a duty of professional secrecy with respect to Council documents unless they have been made publicly available, as set out in the Council’s Rules of Procedure. In this case, they have not been made public.

    Professional secrecy maintains non-disclosure of the identity of the proposing Member State and limits the scope for third countries to play divide and rule with the EU’s sanctions policy.

    Statistical data broken down by region on (a) apprentices working full-time for the employer with which they trained or (b) were subsequently unemployed, is not available.

    Latest Apprenticeship Evaluation Learner Survey 2016 data show that 9 out of 10 of all recent apprenticeship completers were in employment 12-20 months after completion. And 72% of those in employment were with the same employer with whom they completed their apprenticeship.

    To ask Her Majesty’s Government, further to the answer by Lord Bates on 25 November (HL Deb, col 691), whether they plan to introduce primary legislation in relation to extraterritorial jurisdiction when dealing with forced marriages; whether they will then fully ratify the Istanbul Convention; and if so, what is the expected timetable for doing so.

    We have already taken extra-territorial jurisdiction on forced marriage through the Anti-social Behaviour, Crime and Policing Act 2014. However we will need to take extra-territorial jurisdiction over a number of other offences in order to be fully compliant with Article 44 of the convention. Primary legislation will be required and the Government is currently considering the approach to implementing the extra-territorial provisions and working with devolved administrations regarding ratification. The Ministry of Justice is responsible for introducing further amendments to domestic law to be able to take extra-territorial jurisdiction over the remaining offences and will seek to legislate as soon as the approach is agreed and Parliamentary time allows. The Government takes its international commitments very seriously and will only commit to such ratification when we are absolutely satisfied that we comply with all articles.

    A value for money assessment was undertaken on the full revised cost of the Norwich Northern Distributor Road which showed that it remained very high value for money under the Department’s value for money assessment with an adjusted Benefit Cost Ratio of 6.07.

    Benefit is always awarded on the basis that the level of need at the start of the award will continue at the same level throughout the period of the award. In most cases the length of award is based on an intervention date decided by the decision maker, and informed by a healthcare professional.

    Where a claimant’s circumstances change or doubt arises as to the correctness of the award, the claimant or the department can instigate a review of that award before the planned end date. Where this happens the claimant may be asked to attend a face to face consultation with a Health Professional.
