Luciana Berger – 2016 Parliamentary Question to the Department of Health

The below Parliamentary question was asked by Luciana Berger on 2016-02-29.

To ask the Secretary of State for Health, what steps he is taking to improve transparency of (a) spending and (b) outcomes in the NHS on mental health.

    Alistair Burt

The report of the independent Mental Health Taskforce acknowledged the need for increased transparency on mental health spending and the quality of care that people receive.

We are moving forward the data and transparency agenda and a new dataset for mental health will be published by April this year.

NHS England has already set a principal commitment to achieving mental health parity of esteem. Through its assurance process NHS England will hold individual commissioners to account for increasing spend on mental health in line with their increase in allocations, taking account of the mental health funding that has been received.

We have welcomed the Taskforce’s recommendations for government in the report and will be considering how best to integrate them into our current work programme, as well as new policies as they develop.

To ask Mr Chancellor of the Exchequer, how many companies in each business sector have been registered with HM Revenue and Customs’ Supervised Business Register in each year since 2009-10; and what estimate his Department has made of the proportion of companies which were not registered with a professional body as required by anti-money laundering regulations in each such year.

    Mr David Gauke

The number of HM Revenue and Customs (HMRC) anti-money laundering supervision registrations by sector in each year since 2009 are given in the table below. HMRC does not have an estimate of businesses not registered for supervision that should be, but as part of its supervisory role actively undertakes to identify such businesses by using its own data and working with other supervisors and agencies.

    * From 2011/2012, the Money Service Business (MSB) sector includes a very small number of Bill Payment Service Providers (BPSPs) and Telecommunications, Digital and IT Payment Service Providers (TDITPSPs)

** Before 2013/2014 Estate Agency Businesses (EABs) were supervised by the Office of Fair Trading. HMRC is now the sole supervisor of EABs.

*** The sums of sector breakdowns are less than the total registration figures because a business may be registered for more than one sector. HMRC does not double-count businesses when calculating total registrations.

To ask the Secretary of State for Defence, what criteria his Department used to procure the Boeing P8 Maritime Patrol Aircraft fleet.

    Mr Philip Dunne

As with any acquisition programme, the Boeing P-8A – along with a number of other potential platforms – was assessed against the system’s ability to meet the Department’s Key User Requirements, using a combination of scientific, technical and operational analysis, as well as industry’s ability to deliver the programme in a timely and cost-effective manner, to meet the capability need within budget.

To ask Her Majesty’s Government how the grant from Viridor Credits to Twickenham Rowing Club was audited by ENTRUST, and what assessment they have made of the environmental objectives that grant fulfils.

    Lord O’Neill of Gatley

The Landfill Communities Fund is a tax credit scheme. It allows landfill operators to gain a tax credit against 90% of the voluntary donations they make to environmental bodies for spending on certain prescribed objectives.

    The prescribed objectives include:

    • the restoration of a building of historic interest or place of religious worship; and
    • the maintenance or improvement of a public amenity;

within the vicinity of a landfill site.

ENTRUST, the independent regulator of the Landfill Communities Fund assesses and approves applications for project funding to ensure they meet the objectives of the scheme. ENTRUST also carries out a programme of assurance under which a cross-section of projects are selected for audit to ensure they meet the prescribed objectives, and that funds are spent compliantly.

The below Parliamentary question was asked by Phil Boswell on 2016-01-13.

To ask the Secretary of State for Business, Innovation and Skills, pursuant to the Answer of 12 January 2016 to Question 20474, how many apprenticeships created in the retail and commercial enterprise sector subject area have led to full-time, permanent employment with that employer following the completion of the apprenticeship.

    Nick Boles

The 2014 Apprenticeship Evaluation Learner Survey found that for apprentices in the survey who completed Retail and Commercial Enterprise sector frameworks, 90 per cent were employed following their apprenticeship. Of these, 73 per cent were employed by the same organisation with whom they completed the apprenticeship. The sample size of this cohort is not large enough to produce robust estimates of the proportion that are employed full-time.

To ask the Secretary of State for Environment, Food and Rural Affairs, what research her Department has undertaken on the best available means of countering coastal flooding and beach erosion at Avon Beach, Christchurch.

    Rory Stewart

The Poole and Christchurch Bays Shoreline Management Plan (SMP) assessed options for managing the Avon beach and has set a policy of ‘holding the line’. This means its defences will be maintained and upgraded or replaced in their current position where funding permits. The SMP is available on line at:
