Responsibility for commissioning public health services for children from 0-19 now lies with local authorities. This affords the opportunity to commission based on local need and recognises that local government is best placed to identify the needs of their populations and to influence many of the wider factors that affect health and wellbeing.
The Department launched Childhood Obesity: A Plan for Action in August this year. The plan focuses on actions that are likely to have the biggest impact on reducing childhood obesity and maintaining a healthy weight. Physical activity is a key strand of the plan and, from September 2017, we will double the Primary Physical Education and Sport Premium funding to £320 million. A copy of the plan is attached.

It is for local authorities to decide how to disburse their funds, and what if any conditions to attach to any grants or contributions they make available, in accordance with the functions Parliament has given them and their duties to secure value for money in the use of taxpayers’ money.
Local authorities are accountable to their electorate, including for their use of taxpayers’ money and any member of the public with a concern about the way in which a local authority is using public money should take the matter up with the local authority directly, or contact the local authority’s independent auditor.
We will keep these matters under review and are open to representations on this issue.

While accurate data is not currently available to answer this question, the new Mental Health Services Dataset requires all providers to submit data that includes length of treatment from 1 January 2016. This data will become available as soon thereafter as data quality allows.

We have not raised this specific issue with the Israeli authorities. Officials from our Embassy in Tel Aviv have raised the issue of the separation barrier through the Cremisan Valley with the Israeli authorities repeatedly, most recently on 1 September 2015.

To ask the Secretary of State for Health, what his Department’s target was for the number of qualified mental health trust inspectors in each year since 2010; and how many such inspectors were employed by the Care Quality Commission in each of those years.

The Care Quality Commission (CQC) is the independent regulator of health and adult social care in England and is responsible for identifying its own staffing requirements and recruiting suitably qualified people. The Department has not set the CQC targets for the recruitment of inspectors. The CQC has provided the following information.
The term ‘qualified mental health inspector’ is not one that is used by the CQC. Part of the person specification used in the recruitment of new inspectors for mental health services is that applicants have a background in mental health, learning disability, or substance misuse.
The CQC is only able to provide figures from April 2014 onwards. Prior to this, the CQC inspectors were not organised into specialist teams and were simply classified as “inspectors”. The CQC planned to recruit 149 inspectors by April 2016.
