    To ask Mr Chancellor of the Exchequer, how many referrals the Financial Conduct Authority has made to (a) the Insolvency Service and (b) Companies House recommending that a person be disqualified from acting as a company director or investigated further with a view to such action being taken in the last five years.

    The issues raised are a matter for the Financial Conduct Authority (FCA) who are operationally independent from Government.

    These questions have been passed on to the FCA. The FCA will reply directly to the honourable member by letter. A copy of the letter will be placed in the Library of the House.

    In November 2015, NHS England published a good practice guide for commissioners on the NHS England assurance process for major service changes and reconfigurations. This includes information about the involvement of patients and the public as well as other stakeholder engagement and consideration of the impact on other services.

    The Government’s four tests for service reconfiguration are: strong public and patient engagement; consistent with current and prospective need for patient choice; clear, clinical evidence base and support for proposals from commissioners.

    To ask the Secretary of State for Business, Innovation and Skills, what steps his Department has taken to ensure that the skills of ESOL tutors are not lost following the withdrawal of ESOL Plus Mandation funding.

    The decision to withdraw the 2015/16 English Speakers of Other Languages (ESOL) Plus (Mandation) funding was taken in the knowledge that providers could use their adult skills budget to continue to maintain their ESOL courses and therefore mitigate any adverse impact. It is the responsibility of providers to ensure they have teaching staff with the right skills and expertise to deliver the range of courses they offer.

    To ask Her Majesty’s Government what was the original date set for the publication of the impact assessment for the Trade Union Bill.

    The Government has published detailed Impact Assessments for the Bill – on the Trade Union Bill, on the Reporting of Facility Time in the Public Sector, and on the Prohibition on Deduction of Union Subscriptions from Wages in the Public Sector. At a meeting with Peers in December, Ministers committed to publishing prior to the Lords Committee stage of the Bill, and they were published in good time on 21 January.

    The Trade Union Bill’s impact assessment has been subject to scrutiny by the independent Regulatory Policy Committee, and its opinion has been published alongside the impact assessment.

    They were reviewed and approved by the relevant Ministers in the Department for Business, Innovation and Skills and the Cabinet Office. The Permanent Secretary has been kept informed of progress on all stages of the Bill.

    Policy officials and analysts in both Departments have worked together to produce the impact assessments as quickly as possible while ensuring that the analysis was thorough.

    We have not asked civil servants working on the Bill in the Department for Business, Innovation and Skills and the Cabinet Office to fill out time sheets.

    We do not record which particular documents each special adviser reads. Special advisers have access to departmental papers in line with the Special Advisers’ Code of Conduct and provide advice to Ministers.

    We are deeply concerned by growing restrictions on civil society in Egypt, including a proposed asset freeze against investigative journalist Hossam Bahgat and human rights defender Gamal Eid. After issuing a statement on 22 March, I raised this with the Egyptian Ambassador on 23 March and on 11 April. I encourage the Government of Egypt to work with civil society organisations to implement the rights guaranteed by the Egyptian constitution and allow non-government organisations to operate freely.

    Government fully recognises the outstanding military contribution of Sikhs during the First World War.

    It is for local groups and organisations interested in establishing such a memorial to work with the relevant local planning authority and other organisations to identify a suitable site and obtain the necessary planning permissions.
