    The Prime Minister has been clear that she wants to protect the status of EU nationals already living in the UK, and the only circumstances in which that wouldn’t be possible is if British citizens’ rights in other EU Member States were not protected in return.

    To ask Her Majesty’s Government what assessment they have made of the implications of the new EU Package Travel Directive (2015/2302/EU); and what plans they have to implement that Directive in advance of the UK leaving the EU.

    The UK Government was influential in negotiating the new EU Package Travel Directive (2015/2302/EU). In particular the new rules extend protection to holidaymakers who pull together the elements of a package themselves using online providers, as well as those buying one “off the shelf”.

    Until exit negotiations are concluded, the UK remains a full member of the European Union and all the rights and obligations of EU membership remain in force. During this period the Government will continue to negotiate, implement and apply EU legislation including the updated Package Travel Directive.

    As the Minister of State for Foreign and Commonwealth Affairs, my right hon Friend the Member for East Devon (Mr Swire), said in his press statement on 4 November, the British Government is deeply concerned by recent developments in the Maldives. We believe the State of Emergency declared on 4 November impinged on the basic human rights of the Maldivian people and further undermined confidence in the country’s democracy.

    On 10 November the Maldivian government lifted the State of Emergency. As Mr Swire said in his tweet on 10 November, we welcome the lifting of the State of Emergency and look forward to further positive progress in the Maldives.

    Talks continue in Havana and both sides are working to meet the 23 March deadline. However, the priority is reaching a sustainable agreement, not the exact date. As President Santos himself has said “If it’s two days after, or one day before, or a week later, it doesn’t matter.”

    To ask Her Majesty’s Government, further to the Written Answer by Lord Bridges of Headley on 23 February (HL5871), whether the activities of Police and Crime Commissioners themselves are subject to a purdah period, and if so, when that period begins in relation to the elections in May.

    The pre-election restrictions for Police and Crime Commissioners are governed by Section 2 of the Local Government Act 1986, as amended in 1988. It is permissible for a Police and Crime Commissioner to campaign individually on a political basis, but without recourse to the resources of the Office of the Police and Crime Commissioner (OPCC). The Code of Recommended Practice on Local Authority Publicity would also apply in these circumstances and covers the full range of Local Authorities (including Police and Crime Commissioners and the Mayor’s Office for Policing and Crime). The purdah period for Police and Crime Commissioners and their offices, like other Local Authorities, begins with the publication of the notice of election by the Police Area Returning Officer (PARO), which must happen no later than the 25th day before the day of the election, but can be issued at any point before then. PAROs are responsible for deciding on the date on which they will issue the notice of election – they may issue individually, or simultaneously.

    FY 15/16 -number of notifications added to PNC – 5,873

    To date the Departmental spend to convert one Voyager aircraft’s cabin into an enhanced configuration is £8.9 million out of a total estimated cost of £9.6 million.

    The aircraft’s primary role will continue to be aircraft refuelling.
