    To ask Her Majesty’s Government what consultations took place with the Scottish Government in advance of the announcement of the pilot study on post-study work visas in July.

    We have been in correspondence with the Scottish Government concerning the Tier 4 visa pilot. There is no pilot study currently being conducted into post-study work visas.

    The Tier 4 visa pilot is part of the Home Office’s continued efforts to ensure that the UK maintains an excellent offer to attract the brightest and best to study at our world-leading institutions. The pilot is deliberately narrow in scope, with the institutions selected on the basis of their consistently low level of visa refusals. Its main aim is to test the benefits of a differentiated approach within Tier 4, whilst ensuring any changes do not undermine the robust application of immigration requirements.

    The pilot helps simplify the visa application process for international students looking to study on a Masters’ course, in the UK, of 13 months or less. Whilst it will also help to support students who wish to switch into a work route by extending the leave period following the end of their study to up to six months, it does not make any changes to the Tier 2 visa route and is not a return to the post-study work visa route.

    The four selected institutions were consulted regarding its implementation. Should the pilot be successful, the Home Office will consult key stakeholders about its possible expansion.

    Jobcentre Plus delivers a flexible support model for claimants: a core regime of regular face-to-face meetings, flexible work coach support and a menu of support options. This includes a personalised service tailored to the individual needs of the claimant, such as Mental Health conditions, and the local labour market. Additionally, the Access to Work Mental Health Support Service offers support to individuals with a mental health condition who are absent from work or finding work difficult.

    The Single Persons Accommodation Centre for the Ex-Services (SPACES) is a charitable project working in partnership with Ministry of Defence (MOD) Joint Service Housing Advice Office. There have not been any MOD employees at SPACES since 2010.

    SPACES assists the most vulnerable single Service Leavers to secure appropriate accommodation as they leave the Armed Forces in order to reduce the likelihood of them becoming homeless or rough sleepers. In order to ensure the provision of this service, the MOD has paid SPACES the following:

    FY2010-11 = £170,750

    FY2011-12 = £175,019

    FY2012-13 = £179,394

    FY2013-14 = £179,394

    FY2014-15 = £179,394

    DFID maintains a list of fragile states based on open-source data from a range of sources including the World Bank, UN and the World Peace Index. We update this list regularly to reflect changes in the data.

    DFID also makes use of the Cabinet Office’s annual Countries at Risk of Instability report and quarterly Countries at Risk of Instability tracker.

    To ask the Secretary of State for Health, what discussions he has had with the Nursing and Midwifery Council on extension of their remit to include root cause analysis of complaints and investigations.

    In 2015-16, Health Ministers have not met the Nursing and Midwifery Council (NMC) specifically to discuss extending its remit to include root cause analysis of complaints and investigations. However, Ministers do keep the issue of professional regulation under regular review and the Department has frequent discussions with professional regulators, including the NMC. Such discussions can cover a range of subjects including complaints handling and fitness to practise (FtP) processes.

    The NMC has a statutory duty to investigate if an allegation is made that a nurse or midwife does not meet its professional standards and, where necessary, to take action to safeguard the health and well-being of the public. Such investigations do not extend to investigating concerns, or their root cause, beyond determining the FtP of the individual registered nurse or midwife involved.

    The NMC reports that it works closely with other regulatory bodies, such as the Care Quality Commission and shares information that raises systemic concerns. As part of its 2015-20 strategy the NMC committed to sharing its data with other bodies responsible for quality and safety and to make anonymised data available to third parties where appropriate.

    The UK economy is fundamentally strong and our research and innovation are world-leading. The UK’s decision to leave the EU has no immediate effect on the right of researchers to apply or to participate in Horizon 2020 as the UK is still an EU member state. UK participants can continue to apply to the programme in the usual way. The Commission has made a public statement on its website to this effect. The future of UK access to European research and innovation funding will be determined as part of wider discussions with the EU.
