To ask the Secretary of State for Health, what the evidential basis is for NHS England’s decision not to fund the pre-exposure drug prophyaxis for HIV for the at-risk population.

NHS England has placed its position on the commissioning of pre-exposure prophylaxis (PrEP) under review. This review of the commissioning process will be undertaken by the Specialised Services Committee of NHS England in late May 2016. Depending on the outcome of that decision, a further decision taking account of the clinical evidence for PrEP, the evidence and demand for other new treatments not currently commissioned and NHS England’s available funding and priorities is currently planned for June 2016.

The Impact Assessment for the Higher Education and Research Bill will be published shortly. It will include estimates of the total contribution of higher education providers towards the costs of Office for Students. The Government will consult on the specific structure of the registration fees to ensure they are fair and affordable for the higher education providers.

The US provides the UK with an annual assurance that they have not held any detainees in, nor transported any detainees through, the territorial land, air or seas of the United Kingdom or its territories. The latest assurance was sent on 27 June 2016. Diego Garcia is one of the UK territories.

The Secretary of State has not met with Great Western Railway or South West Trains on the provision of Wi-Fi services.
On all Department for Transport-controlled rail franchises, in England and Wales, free Wi-Fi is being introduced. All train operators bidding for new franchises and direct award agreements will have to present a phased implementation plan for free Wi-Fi.
As of July 2016, 25% of passenger journeys operating within the DfT controlled franchises have Wi-Fi available. We forecast 90% of passenger journeys will benefit from free Wi-Fi by the end of 2018.

To ask the Secretary of State for Health, what assessment he has made of the implications for his policies of the findings of the report, Disabled people’s experiences of social care, published by the disability charity Scope in November 2015.

The Department welcomes the report which was funded by the Department, NHS England and Public Health England, as part of the Health and Social Care Voluntary Sector Strategic Partnership Programme. The Department and its partners will use the findings of the report to review relevant policies to improve experiences and outcomes for people with disabilities.
The Care Act 2014 put personal budgets on a legal basis for the first time, including for disabled people and carers. This drives a focus on personalisation and increases opportunities for greater control and independence, so that people can choose care and support best suited to their needs.
The Care Act 2014 introduced a new national eligibility threshold which enables local authorities to maintain continuity of access to support for service users who move between local authorities. This threshold is set out in the Care and Support (Eligibility Criteria) Regulations 2015, and local authorities cannot tighten eligibility criteria beyond this threshold.
The Care Act 2014 contains a new duty for local authorities to provide independent advocacy to facilitate and support a person’s involvement in the care and support assessment, planning and review processes. Local authorities must also establish and maintain a service that provides information and advice relating to care and support for adults and support for carers.

To ask the Secretary of State for Defence, how much steel by (a) market value and (b) weight has been purchased from each country for the manufacture of the TIDE Class Royal Fleet Auxiliary tankers.

Under European and UK procurement regulations, the Ministry of Defence (MOD) could not contractually mandate the use of particular suppliers. Decisions on the source of steel are a matter for the contractors who take into account the cost, timeliness of availability and the quality of steel used in defence contracts. These considerations allow defence contractors to deliver value for money for the taxpayer.
The Military Afloat Reach and Sustainability contract to build the four Tide Class tankers was awarded to Daewoo Shipbuilding and Marine Engineering in March 2012. Although UK companies participated in the competition to supply the vessels, none submitted a final bid.
In January 2015, the MOD awarded a contract worth approximately £15 million to A&P Group Ltd in the UK for the provision of UK customisation, Capability Assessment Trials and Support for all four tankers. The work will be managed by A&P Group Ltd’s Falmouth shipyard.
Manufacture of the four Tide Class tankers will in total require 44,000 tonnes of steel. Daewoo Shipbuilding and Marine Engineering source this steel locally in South Korea. The market value of steel depends upon a number of factors, including geographical location and quality. The MOD does not hold information from which the market value of the steel used in the manufacture of the Tide Class tankers could be determined.
