The below Parliamentary question was asked by Fiona Bruce on 2015-11-23.

To ask the Secretary of State for Health, what recent discussions his Department has had with health bodies on ensuring timely treatment for people with alcohol-related illnesses.

    Jane Ellison

Departmental officials have regular meetings with various stakeholders, including health bodies, in which a wide range of topics are discussed. Ministers are involved at appropriate points. There have been no recent discussions on timely treatment for people with alcohol-related illnesses.

Local communities, services and businesses are best placed to tackle alcohol-related issues in their area and enforce the behaviour and develop the cultures that they want.

Local authorities and the Health and Wellbeing Board partners have responsibility for planning the full range of alcohol services, from early intervention and prevention, through to commissioning alcohol treatment services to meet the need in their areas. They are supported to deliver their public health priorities by Public Health England.

To ask the Secretary of State for Health, what steps he is taking to make a cheaper, more effective vaccine against pneumococcal meningitis available on the NHS.

    Jane Ellison

The availability and pricing of vaccines, including any targeting pneumococcal meningitis, are primarily matters for vaccine manufacturers. Available vaccines, and those close to being licensed, are considered and assessed by the Joint Committee on Vaccination and Immunisation, which advises the Department of Health, on their potential use in the national immunisation programme. Vaccines used in the national immunisation programme are chosen following stringent procurement processes, which include competitive tendering, in order to achieve best value for money.

To ask the Secretary of State for Health, how much his Department and its executive agencies spent on advertising to promote awareness of the health risks associated with alcohol in each of the last five years.

    Jane Ellison

Spend on advertising is defined as covering only media spend (inclusive of agency commissions but excluding production costs, Central Office of Information commission and VAT).

In reference to the Department’s media spend on advertising to promote awareness of the health risks associated with alcohol, spend is set out below:

    Financial Year

    Expenditure

    2010-11

    £0

    2011-12

    £980,000

    2012-13

    £1,840,000

Public Health England (PHE) took over responsibility for public health campaigns formerly run by the Department on 1 April 2013. Although there was no advertising spend in 2013-14, other marketing activity would have taken place. For example: the publication and distribution of leaflets and the maintenance of the website. In 2014-15, in addition to this activity, PHE allocated £530,000 of media spend on advertising.

All figures are rounded to the nearest £10,000.

To ask the Secretary of State for Education, whether the specialist contractors hired by her Department to advise regional school commissioners are required to declare any interests relevant to their employment by her Department.

    Edward Timpson

Contractors procured to support the academies and free schools programme are required to declare conflicts of interest.

The contract states, “The Contractor is required to declare to the Contract Manager any interests and/or links, including other contracts or positions held whether they be paid or unpaid or relationships with, but not limited to, schools, education providers or other external organisations involved in the provision of education or education services so the Contract Manager may assess whether any conflicts of interest, whether potential, actual or perceived, and as reasonably judged by the Contract Manager, may have the potential to present reputational, operational or legal or risks to the Contractor and to the Department in allocating any particular project.

"If such a conflict of interest does arise, or may arise, the Contractor will declare it to the Department immediately and accept that the Department may ask the Contractor to immediately cease any involvement with the task giving rise to the conflict.”
