    To ask the Secretary of State for the Home Department, what steps she has taken and plans to take to ensure that out of city areas are adequately defended and protected from a repetition of the recent attacks in Paris.

    Since the attacks in Mumbai in 2008 the Home Office has worked with the Department for Communities and Local Government, Department of Health and the police and security and intelligence agencies to develop a strong, police-led capability to deal with large-scale firearms attacks in the UK. We have also improved joint working between the emergency services to deal with the particular challenges of this type of incident so that specialist joint police, ambulance and fire teams are now in place in key areas across England (including London), with equivalents in Scotland and Wales. Firearms police are trained to respond to a marauding firearms attack and fire and ambulance teams are trained and equipped to manage casualties in higher risk environments. Under the Spending Review, the Government has also committed to protecting police spending in real terms and to further strengthen police firearms resource to protect citizens from terrorism. New funding is also available to the security and intelligence agencies to provide for an additional 1,900 officers to better respond to the threat we face from international terrorism, cyber-attacks and other global risks.

    We are reviewing our response to firearms attacks of the type seen in Paris, to see if there is anything we can learn.

    To ask the Secretary of State for the Home Department, how many unaccompanied children seeking asylum have been referred by her Department to the Refugee Council Children’s Section for advice in the last two years.

    All unaccompanied asylum seeking children are referred to the Refugee Council’s panel of advisers.

    Age-assessments of unaccompanied asylum seeking children are conducted by local authorities. The guidance to local authority practitioners states that most assessments should be completed within 28 days, however the timescale for assessment should be responsive to the needs of the child or young person. The Home Office does not collect statistics on how many and what proportion are carried out within this timescale.

    Statistics on the number of age disputes raised and resolved for asylum applicants for each quarter from January 2010 to September 2015 are available on GOV.UK at:

    The Home Office does not keep a record of the number of appeals against age assessments conducted by local authorities.

    Home Office policy is not to return unaccompanied asylum seeking children whose claim has been refused unless there are safe and adequate reception arrangements in place. Statistics on the number of children removed from the UK in 2014 are available on Gov.UK at:

    However, these statistics include all nationalities and non-asylum cases.

    The number of pupils recorded as having a mental health condition who received a permanent or fixed period exclusion is not held by the Department.

    The number and proportion of pupils in national curriculum year group 10 and 11 with an autistic spectrum disorder primary need who were excluded in each of the last 5 years can be found in the attached table.

    Information on the number of fixed period and permanent exclusions for all pupils, including separate breakdowns by national curriculum year group and special educational need provision, is available in the ‘Permanent and fixed-period exclusions in England’ National Statistics release[1].

    An assessment estimating the impact of the provisions introduced by the revised Tobacco Products Directive on business, including minimum pack size requirements, was published alongside a public consultation on transposition of the Directive in summer last year. A final impact assessment, reflecting the outcome of the consultation, will be published alongside the implementing Regulations.

    This government believes that families play an essential role in improving the life chances of children of all ages. As the Prime Minister announced in his speech on 11th January, funding for relationship support is being doubled in this Parliament with an extra £35 million to support family relationships. More details will be set out in the forthcoming Life Chances Strategy.

    I met the Brazilian Minister for Sport on 7 June and discussed preparations for the Rio 2016 Games, including security. The British and Brazilian Governments, as consecutive hosts of the Olympic and Paralympic Games, have cooperated across a range of areas in preparation for the Rio 2016 Games. We have shared our experience of hosting London 2012 through visits to both the UK and Brazil by security and safety experts and through regular discussion of athlete and tourist safety. In advance of the Rio 2016 Games, we encourage all visitors to Brazil to consult our ‘Stay ahead of the Games’ consular campaign, which provides further advice on how visitors can best ensure their own safety during Games time.

    UK Visas and Immigration issues guidance to help applicants, and the types of evidence requested to accompany an application – such as marriage and birth certificates – will usually be straightforward to collate. For these reasons, there are currently no plans to make changes to the legal aid provision in such cases.

    To ask the Secretary of State for Health, what discussions he has had with the Law Commission as part of its scoping work on reform of surrogacy law.

    The Law Commission is currently consulting on proposals for its 13th programme of law reform, and has asked consultees for their views on whether a project about surrogacy should be included in the programme. The consultation closes on 31 October 2016. The Department wrote to the Law Commission on 20 May 2016 supporting the inclusion of a project about surrogacy in the list of suggested possible projects being considered for the programme. No discussions have taken place with the Law Commission about scoping.
