    To ask Her Majesty’s Government what assessment they have made of reports from the Syrian Observatory for Human Rights that ISIS has (1) executed five activists who had been collecting evidence of ISIS genocide and crimes against humanity, (2) murdered the editor of Hentah, and (3) wounded the founder of the Syrian news site Eye on the Homeland; and what discussions they have held with the government of Turkey about bringing to justice those responsible for those crimes.

    We are aware of these reports, which appear to be further examples of Daesh crimes in the region. The Government continues to support the collection of evidence against Daesh and pays tribute to those risking their lives to document its atrocities. We are working tirelessly with our Coalition partners, including Turkey, to defeat Daesh and ensure that those responsible for committing atrocities are held to account.

    To ask the Secretary of State for the Home Department, pursuant to the Answer of 7 September 2016 to Question 43711, if she will take steps to increase the number of transfers to the UK of refugees in camps in Greece with family connections in the UK.

    The Government is fully committed to the efficient and timely operation of the Dublin Regulation and we are working closely with EU partners, including the Greek authorities, to identify, assess and transfer those with family connections to the UK under the Dublin family reunion process.

    We have seconded an expert to Greece to coordinate efforts on transferring unaccompanied children to the UK. We are following due process to ensure that any transfer is in their best interests and is lawful under EU legislation.

    More broadly, the UK has offered 75 expert personnel to help with the processing and administration of migrants in reception centres, act as interpreters, provide medical support and bolster our existing team assisting the Commission to ensure effective and efficient coordination.

    To ask the Secretary of State for Justice, what proportion of space in prisons is used for educational purposes.

    Education is embedded in a wide range of regime activities which occur within a prison including classrooms, libraries and industries. No data is held centrally on the proportion of space at each prison (and this would incur disproportionate cost to calculate).

    The Secretary of State for Justice announced on 8th September a review of the quality of education in prisons, chaired by Dame Sally Coates. The review will examine the scope, quality and effectiveness of current provision. It will consider the scope and range of the current curricula and identify the most effective teaching and delivery models. Stakeholders are being consulted and a Call for Evidence has been issued.     My department has contributed nearly £16 million for the refugee crisis in Europe this year to date. In the long term we are focussed on using the UK’s aid budget to support refugees to have a viable option to stay where they are by tackling the root causes of migration.

    The Home Office collects data from police forces on the number of offences that resulted in a charge but does not collect data on the number of interviews held under caution.

    To ask Her Majesty’s Government what assessment they have made of whether the intention of NHS Improvement to commission management consultancies to work with turnaround trusts is consistent with their aim to limit the use of such consultancies by NHS organisations.

    The guidance for use of management consultancies is set out as part of the spending approvals process. Monitor has published the following guidance for foundation trusts “Consultancy spending approval process: Initial guidance to NHS foundation trusts” with the Trust Development Authority (TDA) publishing similar for NHS trusts “Consultancy spending controls: Initial Guidance to NHS Trusts”. Copies of the guidance are attached.

    The guidance is clear that expenditure on management consultancy must demonstrate that the skills and expertise of advisors cannot be delivered through use of existing resources. It is also a requirement that value for money must be demonstrated. This approach is the same for NHS providers, NHS Improvement or any NHS organisation. Therefore we are content NHS Improvement’s approach to managing turnaround programmes is consistent with this requirement.

    NHS Improvement ensures that lessons learned from all financial turnaround programmes are taken into account when considering how to handle any financially challenged providers requiring turnaround actions in the future. This includes the use of the best available, most appropriate consultancies with the right blend of skills and experience required to deliver the turnaround programme.

    To ask Her Majesty’s Government, further to the remarks by Lord Faulks on 2 March (HL Deb, col 928), whether they now plan to make an estimate of the likely impact on migration from the rest of the EU of the restrictions to in-work benefits that were agreed in the decision of the European Council concerning a new settlement for the UK within the EU.

    The Decision of the European Council concerning a new settlement for the UK recognises, for the first time, that different social security systems across Member States can attract EU workers. Government figures show that around 40 per cent of recent EEA migrants are in households supported by the benefit system. On average, families with a recent EEA migrant claim almost £6,000 per year in tax credits, and of these, around 8,000 families receive more than £10,000.

    We remain committed to reforms across the whole of Government to reduce net migration to sustainable levels and to reform the immigration system so that it works in the best interests of our country. We will continue to restore a sense of fairness and to reduce the current very high level of population flows into the UK – now and in the future.

    To ask Her Majesty’s Government what information they have gathered on the reported decline of grey squirrels in areas with pine marten populations.

    The Forestry Commission is involved in the Vincent Wildlife Trust’s pine marten recovery project in mid and north Wales. The Forestry Commission in England is supporting a project in the Forest of Dean with the Gloucestershire Wildlife Trust, Natural England, Forest Research and others to pursue a pine marten restoration project. This project includes studies into impacts of pine martens including on trees and other wildlife. Natural England is also working with the Trust to restore viable populations of pine martens to northern England.

    The Forestry Commission is also working closely with one of the authors of the paper that identified the decline in grey squirrel populations in the Irish midlands, which may be associated with the abundance of pine martens. The work with the author and others will further explore the relationship between red squirrels, grey squirrels and pine martens in the UK.

    Currently the apprenticeship funding rules allow a university graduate to take an apprenticeship standard at a higher level than their current qualification. Further detail on the proposed funding rules that will apply from 2017-18 will be published shortly.
