To ask Her Majesty’s Government what assessment they have made of the impact that the decision by the Office of Road and Rail (ORR) to allow competition on the East Coast Main Line will have on the reliability and timekeeping of the existing East Coast Main Line franchise and other operators using the railway; and what assessment they have made of the impact the proposed improvements to the infrastructure being made by Network Rail in Control Periods 5 and 6 and the ORR decision on competition will have on the existing standard of performance.

The Department for Transport has not itself undertaken an analysis of the effects of the ORR’s decisions on access to the East Coast Main Line on the reliability and performance of services on the route. In correspondence to the ORR ahead of its decision, the Department expressed concern about the potential adverse performance impacts of allowing additional open access operation on the route.
The potential additional capacity which would be provided by the enhancements to the route currently being planned by Network Rail over Control Periods 5 and 6 has been taken into account by the ORR in its decisions on access.
We now look to Network Rail and the relevant train operators to work together through the normal industry processes, under the oversight of the ORR, to ensure that the resulting pattern of services operates as effectively as possible for passengers and freight users of the line, and to ensure that any negative impacts on performance are minimised.

Crohn’s Disease Management in Adults, Children and Young People, published by the National Institute for Health and Care Excellence in October 2012, sets out best practice guidance for clinicians and commissioners in the diagnosis, treatment care and support of patients with Crohn’s disease. The guidance includes a number of specific recommendations concerning young people such as the need to offer age-appropriate multidisciplinary support to deal with any concerns about the disease and its treatment, including concerns about body image, living with a chronic illness, and attending school and higher education.

To ask the Secretary of State for Culture, Media and Sport, what steps his Department is taking to ensure that social housing tenants who would like superfast broadband can access connections; and if he will make a statement.

The Government is on target to deliver access to superfast broadband for 95% of all UK premises – including social housing – by December 2017, and to extend coverage beyond that as far as possible. We do not hold a breakdown of this information by housing tenure centrally, however this investment is benefiting all types of housing, as well as businesses, and we are proud to be delivering on this critical piece of infrastructure as set out in our manifesto.
Currently, superfast broadband is available to almost 90 per cent of homes and businesses in the UK – up from 45 per cent in 2010. Around 5 per cent of UK homes and business are currently experiencing connection speeds below 10 Mbit/s.
Having reduced the proportion of all UK premises with speeds less than 2 Mbit/s substantially from 11% in 2010 to around 1% in December last year, we have now implemented our commitment of having at least 2 Mbit/s per second basic broadband available to all homes and businesses.
All premises which are not currently scheduled to get an increase in speed to at least this level are eligible for a subsidised satellite broadband service that can deliver speeds of 10Mbps or more.
The Prime Minister has also announced the Government’s intention to implement a new broadband Universal Service Obligation (USO) which is set at 10 Mbit/s. This new broadband USO will give people the legal right to request an affordable broadband connection, at a reasonable cost threshold, no matter where they live. We will be consulting on these proposals shortly.

To ask the Secretary of State for Health, what estimates he has made of the additional resources needed and the cost of providing additional dialysis capacity for those patients who will no longer be suitable for a kidney transplant and for those patients whose transplant graft fails due as a result of restrictions in the range of immunosuppressant agents that will be introduced if the recommendations of the NICE review of TA 85 [ID456] are upheld at appeal.

We have made no such assessment.
The National Institute for Health and Care Excellence (NICE) has not yet published its final updated guidance on the use of immunosuppressive therapy for kidney transplant in adults (review of TA85) or on the use of immunosuppressive therapy for kidney transplant in children and young people (review of TA99). NICE is developing resource impact reports to support implementation of its guidance which will be published alongside its final technology appraisal guidance.
