    To ask the Secretary of State for Business, Innovation and Skills, what the funding caps for apprenticeship standards and frameworks will be in the new levy system.

    In June 2016 we will be publishing provisional funding bands, which will set the maximum amount of funding which is available for each apprenticeship, as well as the provisional level of the government support that will be available towards the cost of apprenticeship training if you are not a levy paying employer, from April 2017. The final levels of funding and full, draft funding and eligibility rules will be published in October.

    To ask Her Majesty’s Government what steps they will take to ensure that effective pressure is brought to bear on local government organisations in Jammu and Kashmir to expedite arrangements to treat civilians reportedly injured or hospitalised in violence in the state during July and August.

    I was saddened by reports of unrest and violence in Kashmir in July and August and again offer my condolences to the victims and their families. The UK abides by its commitments under international law and expects all countries to comply with their international legal obligations.

    To ask Her Majesty’s Government, further to the statement by Baroness Chisholm of Owlpen on 20 October (HL Deb, col 2484–90), how much of the Pharmacy Access Fund will come from existing funds to support community pharmacies, and how much of the Pharmacy Access Fund will be additional money to support community pharmacies.

    The Pharmacy Access Scheme (PhAS) will be paid for from the funding for the community pharmacy contractual framework. The PhAS will be an additional monthly payment, made to all small and medium sized pharmacies that are a mile or more from another pharmacy. The PhAS has been designed to capture the pharmacies that are most important for patient access, specifically those pharmacies where patient and public access would be materially affected should they close. The PhAS takes isolation and need levels into account.

    The scheme also includes a review process, and reviews of eligibility will also be granted for pharmacies that may have narrowly missed out on the scheme through the distance criteria, but are in areas of high deprivation. This will cover pharmacies that are located in the top 20% most deprived areas in England, and are located 0.8 miles or more from another pharmacy. Additional funding for successful reviews under this criterion will be made available as required.

    Officials in my Department have liaised with DWP as the lead Department for the Family Test to embed it into the policy process. Thiscould includetraining officials on applying the Test, disseminating relevant evidence, learning materials and best practice.

    To ask the Secretary of State for Communities and Local Government, pursuant to the Answer of 15 October 2015 to Question 11444, when the regeneration strategy for Jaywick will be fully implemented; and if his Department will (a) provide additional resources to improve the (i) standard of housing and (ii) quality of life and (b) liberalise planning rules for house building in Jaywick and Brooklands.

    The Jaywick Coastal Community Team are preparing their Economic Plan, to be completed by the end of January 2016. The Plan will outline the key economic issues facing Jaywick, setting out both the short term and longer term priorities for the Coastal Community Team.

    The Chancellor confirmed at Autumn Statement last week that the Coastal Communities Fund will be extended from 2017-18 to 2020-21 with at least £90 million of new funding. Details of the next bidding round will be announced in the New Year. The focus of the Fund will remain on support for sustainable jobs and growth.

    Tendring Council received £1.8 million in New Homes Bonus in 2015-16 and a total of £5.2 million since the scheme started in 2011-12. All new homes are constructed in accordance with Building Regulations, ensuring they meet minimum standards in respect of health, safety and sustainability.

    To date, work to replace the propulsion system on four of the Hunt Class mine countermeasures vessels has been completed with the fifth due for completion later this year. Due to changes applied to the ships upkeep programme combined with the need to address emerging engineering issues, work on the remaining three vessels is now scheduled for completion by late 2019.

    To ask the Secretary of State for the Home Department, who the members are of the National Police Chiefs’ Council working group on prostitution.

    Within the structure of the National Police Chiefs’ Council (NPCC), chief officers are elected by their peers and take the lead on specific issues from a national operational perspective. It is for the national leads to establish working groups to support them in their role. The Home Office is in regular dialogue with on the NPCC Lead for Prostitution’s office, and as such discussed and commented on the current revision of the strategy.

    Prostitution is a complex issue, which can impact on individuals and communities in many different ways, and we are therefore clear that local areas and police forces are in the best position to identify and respond to issues around prostitution in their area. Police forces are assisted in doing so by the National Policing Lead’s refreshed Policing Sex Work Strategy, which stresses the priority of the public protection duty that the police services have in relation to the safety of those involved in prostitution.

    At the February European Council, the Government negotiated a new settlement, giving the United Kingdom a special status in a reformed European Union. The Government’s position, as set out by the Prime Minister to the House on 22 February, is that the UK will be stronger, safer and better off remaining in a reformed EU.

    The attached table shows the total general practitioner (GP) headcount and headcount per head of population in Enfield and London between 2010-14.

    Information on the availability of GP appointments in Enfield North is not collected centrally.

    We have invested in the Prime Minister’s GP Access Fund to test improved and innovative access to GP services. Across the two waves of the Fund, there are 57 schemes covering over 2,500 practices and over 18 million patients have benefited from improved access and transformational change at a local level. A wide variety of approaches are being tested through the Access Fund, including: evening and weekend appointments and better use of telecare and health apps; more innovative ways to access services by video call, email or telephone; and developing more integrated services with a single point of contact to co-ordinate patient services.

    To ask the Secretary of State for Health, what obligations NHS England – South (South East) have to consult local councils before closing a GP list.

    There is no specific requirement to engage with local authorities in regards to applications to close a general practitioner (GP) surgery, however, NHS England consider any discussions the practice concerned has had with its existing patients about the matter and the views of other local GP practices who may be impacted.

    Practices can apply to NHS England to temporarily halt new patient registrations if they are facing immediate challenges in providing patient services in order to give them the opportunity to take action to resolve these issues and so that they can continue to provide safe, good quality care to their existing patients.

    When NHS England receives a request to formally close a GP practice list over a longer period, they consider both the impact on patients as well as on neighbouring practices and services to avoid displacing a problem elsewhere.
