    To ask Her Majesty’s Government, further to the Written Answer by Lord Nash on 9 June (HL351), what consideration they are giving to (1) the issuing of guidance on the establishment of children’s social care trusts so that lessons can be learned from earlier experiences of doing so; and (2) the regulatory implications for such bodies if more local authorities establish them given the regulatory arrangements in place for the outsourcing of adult social care.

    The evaluations of Doncaster and Slough Children’s Services Trusts are underway and will provide learning from the experiences of establishing those organisations. There are no new regulatory implications for trusts. Where a trust is created to carry out children’s social care services on behalf of an authority, the statutory responsibility for those services remains with that authority. Ofsted will continue to inspect children’s social care services whether they are delivered by a local authority or by a trust.

    Ministers and officials meet civil society representatives on a regular basis to hear their views and benefit from their expertise on the human rights situation in China. The Parliamentary Under Secretary of State for Foreign and Commonwealth Affairs, my Hon. Friend the Member for Reading West (Mr Sharma) met Chinese NGOs during his recent visit to China. He plans to host a round table with UK-based NGOs at the Foreign and Commonwealth Office in the near future.

    The Government has recently commissioned the London and South Coast Rail Corridor Study to examine the strategic case for investment in existing and new rail capacity. The findings of the Study will help Ministers make decisions on future rail network investment, which will help shape service patterns to Eastbourne and other areas of the South Coast. The intent of the Study is to ensure that services meet the current and future needs of passengers on this critical link between London and the South Coast.

    When someone makes a claim to Universal Credit they are advised of the verification needed to receive the Housing Element of Universal Credit. This is re-iterated when the claimant is contacted to book their initial interview at the Jobcentre.

    As one of just a few donors to have met the 0.7% commitment, the credibility of the Official Development Assistance system is of great importance to the UK. The government is working closely with other countries to modernise the definition of Official Development Assistance at the OECD Development Assistance Committee, to ensure it reflects the breadth of the new international development agenda set by the new Global Goals for Sustainable Development and fully incentivises other countries to meet these goals.

    We do not publish the specific details of the arrangement with the Department of Homeland Security for operational reasons.

    US officials have operated as immigration advisers at UK airports since 2007 in an advisory capacity which reflects an established global practice. They hold no authority in the UK, and can only make recommendations to carriers on whether to allow travel

    To ask the Secretary of State for Foreign and Commonwealth Affairs, whether he has had discussions with his Serbian counterpart on the financial consequences of the EU sanctions on Russia on Serbia.

    The EU imposed sanctions on Russia in response to the annexation of Crimea and the crisis in Eastern Ukraine. Serbia has not currently imposed sanctions on Russia. No assessment on the financial consequences of EU sanctons on Russia has been made.

    Neither I, nor the Foreign Secretary, my Rt Hon. Friend the Member for Runnymede and Weybridge (Mr Hammond), have had any disucssions with our Serbian counterparts on the financial consequences to Serbia of EU sanctions on Russia, but the UK Government has regularly encouraged Serbia, as an accession country, to align itself fully with EU foreign policy. The UK Government has not received any represenations from the Serbian government about the impact of EU sanctions on Russia on the Serbian economy.

    To ask Her Majesty’s Government what have been the maintenance costs of Tinsley Viaduct since its construction, and what effect the underlying geological faults and old mine workings have had on the cost of maintenance.

    Highways England currently only has readily available the details of maintenance costs for Tinsley Viaduct covering the past 6 years. In this period, maintenance schemes on the viaduct have cost approximately £1 million per year. Highways England are not aware of any effects the underlying geological faults or mine workings have had on maintenance costs.
