Cohorts were established from 1 October 2015 and there will be a 26 month delay before the first Payment by Results payment to allow for robust measurement, cases to clear courts, and analysis of the data. It is for clinical commissioning groups (CCGs) to satisfy themselves of the financial viability of any provider of patient transport, or of any other service, to which it intends to award a contract.
It is for CCGs to determine how best to meet their statutory functions and duties and their standing financial instructions.

All Government Departments are bound by legal requirements concerning the right to work in the UK and, in addition, the Civil Service Nationality Rules. Evidence of nationality is checked at the point of recruitment into the Civil Service as part of wider pre-employment checks, but there is no requirement on departments to retain this information beyond the point at which it has served its purpose.
More broadly, the Government will be consulting in due course on how we work with business to ensure that workers in this country have the skills that they need to get a job. But there are no proposals to publish lists of the number or proportion of foreign workers.

To ask the Secretary of State for Northern Ireland, how many civil servants in her Department are members of trades unions; how much working hours facility time is claimed by each such civil servant; and what the cost of that facility time is to her Department.

My Department does not hold records on the number of staff who are members of a trades union as this is a matter for the individual.
Facilities time is made available to the union representatives in the Northern Ireland Office. During the last quarter for which figures are available they used a total of two hours for meetings at a cost to the Department of approximately £37.

As set out in the Chancellor of the Exchequer’s Autumn statement this week, there are no plans to reduce the Big Lottery Fund’s budget. The Fund will continue to receive 40% of National Lottery good cause money. Sport, Arts and Heritage will also continue to receive 20% each.

To ask the Secretary of State for Business, Innovation and Skills, what the value was of Government subsidies and financial incentives to retail companies to encourage the creation of apprenticeships in the retail sector since 2010.

Information on the value of apprenticeships funding allocation is not broken down by business type. Since May 2010, there have been 504,900 apprenticeship starts in the retail sector subject area.
In England, the Government provides funding for training where employers hire an apprentice and currently fully funds apprenticeship training for 16 -18 year olds and up to 50% of apprenticeship training for over 19s.
