    Private hire vehicles cannot legally ply for hire.

    The Government is responsible for the legislative structure within which local licensing authorities deliver the licensing regime for taxis and private hire vehicles. Enforcement of the licensing regime, including ensuring that private hire vehicles do not illegally ply for hire, is a matter for local licensing authorities and the police.

    On 12 May, the Cabinet Office committed to implement the Open Contracting Data Standard (OCDS) in the Crown Commercial Service’s operations by October 2016. This is part of the UK’s Open Government National Action Plan 2016-18. The Department for Communities and Local Government (DCLG) has also begun a consultation on a number of proposals to update the Local Government Transparency Code 2015.

    My Rt. hon. Friend the Secretary of State for Health has not met with the chair or chief executive of the National Childbirth Trust (NCT). However, my Rt. hon. Friend the then Parliamentary Under-Secretary of State (Ben Gummer), met with Nick Wilkie, chief executive of NCT, on 3 November 2015.

    To ask the Secretary of State for Education, what steps she is taking to improve participation rates in extended school activities of primary school pupils from disadvantaged backgrounds.

    We want to ensure that all young people get the best start in life, with the opportunity to receive the knowledge and skills, the right advice at the right time, and great, challenging life-shaping experiences that will ensure their future success. We know that effective schools personalise their support for disadvantaged pupils, which can include the use of extended school activities. Schools are free to use the funding they receive, including through the pupil premium, to offer these activities. We have committed to protecting the pupil premium at current rates for the duration of this Parliament, providing £2.5billion of additional funding this year alone to raise the attainment of disadvantaged pupils.

    The Department for Education does not collect information on the amount of funding schools receive from parental contributions for extended school activities or how this affects levels of participation in such activities. It is for schools to set their charging and remission policy. Any charges for extended services cannot exceed the cost of the provision, and in setting their charging policy schools can determine the circumstances where they will remit or partially remit any charges.

    To ask Her Majesty’s Government whether they will support the World Bank programme for the registration of Palestinian land titles in the West Bank.

    Land registration is a key enabler for investments in the Occupied Palestinian Territories especially for construction and housing sector development. Only 30% of land in the West Bank is currently registered compared to 98% of land in Gaza.

    DFID is part of the collective donor effort led by the World Bank and Finland to support the Palestinian Authority on land registration. The UK continues to urge the Palestinian Authority to speed up the land registration processes.

    To ask the Secretary of State for Foreign and Commonwealth Affairs, what discussions he and officials in his Department have had with the government of Israel on the prevention of oil smuggling from wells under the control of Daesh; and if he will make a statement.

    We have briefed the Government of Israel on Coalition efforts to target and disrupt Daesh oil sales through military action and sanctions. Daesh oil sales are a complicated picture. It is known that individuals linked to the Assad regime have bought Daesh oil and there is some smuggling across borders in the region, but the majority of Daesh’s oil is refined and sold within the territory it controls. We have no evidence to suggest that Israel is buying oil from Daesh controlled oilfields.

    Further to the answer to Question 24477 the attached tables list railway stations by region that are fitted with ITSO-compliant smartcard readers.

    The table contains 710 rail stations – this is 8 fewer than the previous answer, because in the answer provided to the Hon. member on 2nd February, three stations operated by more than one train operator were split into multiple entries and the five stations in addition to Gatwick Airport that were involved in January’s extension of Oyster were also listed twice. This duplication has been removed.
