    The Immigration Act 2014 and related changes have expedited the removal of over 2,000 foreign national offenders from this country and stopped illegal migrants having access to services such as bank accounts, driving licences and rented accommodation.

    The Immigration Bill will go further, enabling the seizure of earnings from illegal workers, further penalising rogue employers, and extending the deport first, appeal later principle to more cases.

    DFID’s Digital Strategy aims to ensure that digital processes pervade all of DFID’s work, from communications to policy making and programmes. We want to ensure the poorest and most marginalised people in developing countries benefit from the added value digital can bring, including by giving citizens access to information and services quickly and affordably.

    DFID does not currently directly support programmes to facilitate access to the internet in Malawi. DFID is currently developing programme plans for 2016-21 and is exploring how to support an increased uptake of Information and Communications Technology in Malawi. This will include consideration of whether and how DFID can support an increased uptake of internet-based services as well as an increase in awareness of the potential of internet and digital marketing tools for businesses.

    We have been reviewing the Bus Service Operators Grant scheme in recent years with a view to improving its effectiveness in supporting bus services. In their assessment of the impact of any changes in policy associated with the Bus Service Operators’ Grant, departmental economists normally assume operators pass subsidy received on to passengers 50% through lower fares and 50% through increased service levels. Under these assumptions, they estimate that BSOG has the impact of keeping fares 3% lower than they would be in its absence in England outside of London.

    Community Work Placement performance is being actively managed, underpinned by improvement plans and local performance improvement activity, with contracts terminated early where providers have failed to meet their targets.

    This action sends a clear message to providers that the Department expects them to deliver the performance they have promised in their bids.

    To ask Her Majesty’s Government whether they have plans to make third party insurance compulsory for all cyclists who are making deliveries for Deliveroo and other commercial bicycle delivery companies.

    We have no plans to make insurance compulsory for cyclists. We encourage all cyclists to take out some form of insurance. In fact, many cyclists do through membership of cycling organisations, such as Cycling UK.

    Bicycle couriers who work for Deliveroo are self-employed and therefore are still personally liable and responsible for choosing whether or not to have insurance and for ensuring that the insurance is appropriate for them.

    To ask Her Majesty’s Government to what extent the new Lord Chancellor meets the criteria for appointment laid down in the Constitutional Reform Act 2005.

    Appointments of Government Ministers and the Lord Chancellor are for the Prime Minister to recommend to Her Majesty. I would note that Section 2 of the 2005 Act explicitly states that the Prime Minister may take into account experience as a Minister of the Crown and as a member of either House of Parliament when deciding whether a person is qualified by experience to be Lord Chancellor.

    I would also refer the noble peer to the speech by the Lord Chief Justice at the swearing in of the Lord Chancellor, which provides background on the Lord Chancellor’s experience, but also the historical context of those who have had custody of the Great Seal of the Realm, including its first female keeper back in 1253.

    The role of contracted Assessment Providers is to carry out health and disability assessments on behalf of the Department. They do not determine if a claim to Personal Independence Payment (PIP) is successful. They provide a report to DWP decision makers who then determine entitlement to benefit. No targets are in place as to how many applications are successful.

    Under the Welfare of Racing Greyhounds Regulations 2010, there is no statutory requirement on any greyhound organisation or individual track to report any figures to Defra. The Regulations have now been in force for five years and Defra is currently undertaking a review of their effectiveness. The review is looking at the requirement on tracks to collect injury statistics and how they are then used; and the traceability of greyhounds after they have left the sport. Defra intends to consult on the initial findings of the review.
