    To ask the Secretary of State for Health, what equality assessment his Department has undertaken on the introduction of fixed recoverable costs in clinical negligence cases; and if he will make a statement.

    The consultation stage assessment for the introduction of fixed recoverable costs for clinical negligence is work in progress. The Department has established a working group to look at the impact of the proposal on equalities, health inequalities and families. Membership (which has not been finalised) currently includes representatives of claimant lawyers, defence lawyers, patients and the National Health Service. We will also seek views on the impact of the policy on equalities, health inequalities and families within the consultation.

    No representations have been made to third countries, but the Sovereign Base Areas Administration will continue to support those migrants whose claims for asylum have not been accepted, including where legitimate to do so, assistance to move to third countries.

    To ask Mr Chancellor of the Exchequer, with reference to paragraph 2.228 of Budget 2016, on what date he plans to close the Money Advice Service.

    At Budget 2016, the government published its response to the Public Financial Guidance Review and launched a consultation seeking views on the government’s plans to restructure the statutory financial guidance providers – the Money Advice Service, The Pensions Advisory Service and Pension Wise. This paper, which closes on 8 June 2016, sets out a new delivery model for public financial guidance and seeks views on how, within this model, the proposed services could best be offered. The new delivery model is designed to better complement the financial guidance provided by the third sector and the industry and provide more targeted support for consumers.

    The government will consider the responses to this consultation over the summer, and in parallel, work closely with the affected organisations to finalise the delivery structure. A detailed timetable will be set out with the final response, which will be published in the autumn. The government has been clear that the three affected organisations will continue to provide guidance to consumers until at least 2018.

    To ask the Secretary of State for Health, pursuant to the Answer of 11 October 2016 to Question 46555, if he will provide local authorities with an increased level of ring-fenced funding for social care in excess of that provided by the Better Care Fund.

    Social care continues to be a key priority for the Government. This is why against the context of tough public sector finances the Government has taken steps to protect social care services. However, it is for local authorities to decide how to prioritise their spending based on local priorities and need.

    The Autumn 2015 Spending Review settlement announced that local authorities who are responsible for social care would have the ability to raise additional funding to spend exclusively on adult social care through an annual council tax raise of up to 2% above the existing threshold. This new funding for adult social care will be pooled with additional funding from the Better Care Fund. The Government will be making further funding available to councils for adult social care through an improved Better Care Fund, rising to £1.5 billion by 2019-20.

    Public Health England is due to publish a briefing for commissioners and providers of drug and alcohol services highlighting issues for men who have sexual contact with other men (MSM) and chemsex. The briefing contains background information, recent data and survey findings, and prompts for local areas and drug services – including liaison and referral for sexual, mental and physical health problems. Information is also collected by the Health and Social Care Information Centre on contacts with drug and alcohol support teams, however data is not broken down by drug type or by behaviours associated with drug use.

    The cross-party Smith Commission agreed that the functions of the British Transport Police in Scotland would be devolved. The Government has received representations about the transfer of these functions in Scotland, including correspondence from MPs. The Department for Transport and Scottish Government officials are in regular contact about the delivery of the transfer of functions.
