    We are currently considering the conclusions and recommendations of the caste feasibility study as part of our wider consideration of the implications of the Tirkey v Chandok tribunal judgments. As I said in my reply of 1 December, we will keep the House informed of further developments on this matter.

    To ask the Secretary of State for Defence, if he will publish his Department’s reasons for installing an Engineered Material Arresting System at RAF Northolt; how much he expects that installation to cost; and if he will make a statement.

    The Engineered Material Arresting System (EMAS) is being scoped as a military infrastructure requirement commensurate with safety cases for military aircraft operating at RAF Northolt and the associated military aerodrome design standards utilised at the Station. I am withholding estimated costs for the EMAS project as it is at the pre-tender stage and disclosure would or would be likely to prejudice commercial interests.

    The Mott McDonald report has no opinion or relevance against the military aerodrome design criteria and safety cases in place at the Station or the current operation of RAF Northolt. Any infrastructure investment for military operational requirements will continue to be undertaken as necessary to support military and Government outputs.

    To ask Her Majesty’s Government, further to the Written Answer by Lord Prior of Brampton on 11 February (HL5647), whether the UK Stem Cell Bank holds appropriately detailed records on the origin of stem cell lines deposited therein; and if so, when any bona fide stem cells derived from trophectoderm were recorded as having been deposited in the UK Stem Cell Bank.

    When human embryonic stem cell lines are deposited at UK Stem Cell Bank originators of the cells complete a detailed application that includes the scientific characteristics of the cells. Applications to deposit cell lines derived in the United Kingdom are reviewed to confirm that they comply with Human Fertilisation and Embryology Authority licencing by the steering committee. The cell lines currently deposited with UK Stem Cell Bank do not include human stem cell lines derived from trophectoderm.

    To ask the Secretary of State for Culture, Media and Sport, what steps he has taken to improve mobile telephone coverage in the Liverpool City Region.

    Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) for each to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK, including the Liverpool City Region. The additional licence obligation on Telefonica, which the other MNOs have publicly stated they will match, will deliver significant improvements in 4G coverage – covering 98% of UK premises by the end of 2017.

    In support of this work, the Government is also reforming mobile planning laws (in England only) and the Electronic Communications Code to make it cheaper and quicker for industry to invest and deliver coverage improvements.

    The Migration Advisory Committee (MAC) reviews the Shortage Occupation List when commissioned to do so by the Government.

    The MAC is an independent advisory body consisting of expert labour market economists. It has a clear, published methodology for assessing whether occupations are skilled, in shortage, and whether it is sensible to address those shortages in part through migration, based on a variety of indicators and using national “top down” data as well as “bottom up” evidence from employers.

    To ask the Secretary of State for Health, what (a) the Government’s policy is and (b) guidance his Department has issued on the use of e-cigarettes as an alternative to smoking; and if he will make a statement.

    The Government believes that vaping/using e-cigarettes is significantly less harmful than smoking tobacco products. Evidence suggests that smokers can substantially benefit their health by fully substituting the use of e-cigarettes for smoking. Public Health England has been working with Local Stop Smoking Services encouraging them to be open to the use of e-cigarettes, where clients choose to use them to support their quit attempts, alone or alongside other nicotine replacement therapies and the behavioural therapy that the services offer.

    The first e-cigarette was licenced by the Medicines and Healthcare products Regulatory Agency earlier this month. The Government continues to encourage applications for licensed medicinal products to enable both general practitioners and Local Stop Smoking Services to prescribe products which have demonstrated that they meet appropriate standards of safety, quality and effectiveness.

    While we have not discussed this specific incident with the Israeli authorities, we remain deeply concerned about restrictions on freedom of movement in the Occupied Palestinian Territories. Our Ambassador in Tel Aviv raised the issue of freedom of movement with Israeli National Security Advisor Cohen on 2 November. Our Consul-General in Jerusalem also raised this issue with the Mayor of Jerusalem on 28 October.
