    To ask the Secretary of State for Health, what assessment he has made of the effect of a moratorium on the commissioning of new specialised mental health services on patient access to mental health care; and if he will make a statement.

    NHS England is reviewing the provision of specialised beds for adult secure mental health services, tier 4 child and adolescent mental health services (CAMHS) and perinatal mental health services. NHS England is expected to start a procurement process soon to ensure that the provision of mental health beds across the country supports improved access and care close to home where possible.

    Since 2013 NHS England has continued to commission additional specialised mental health beds to provide further capacity in areas where it is required. This has included 56 tier 4 CAMHS beds, seven perinatal mental health beds and two medium secure mental health services beds.

    The Five Year Forward View for Mental Health made recommendations for improving the commissioning of inpatient specialised mental health services, including national commissioners working more closely with local commissioners to better meet the needs of local populations.

    To ask the Secretary of State for the Home Department, what the requirements of the community sponsorship route to Britain for refugees are; and when she plans to establish that route.

    As set out in the Home Secretary’s Conference speech, we will compile a register of people and organisations who can provide accommodation to those who come to UK as refugees and develop a community based sponsorship scheme, learning from schemes operated in countries like Australia and Canada to allow individuals, charities, faith groups, churches and businesses to support refugees directly.

    The Government will develop the options in discussion with interested parties, including faith groups and NGOs. It is important that we take the time to develop an effective scheme which best meets the needs of the vulnerable individuals resettled in the UK. The Government will provide Parliament with further detail in due course, following these discussions.

    To ask the Secretary of State for Health, if he will meet representatives of the All-Party Parliamentary Group on Muscular Dystrophy and Muscular Dystrophy UK to discuss the provision of hydrotherapy for people with muscle-wasting conditions.

    The provision of National Health Service hydrotherapy services is a local matter. NHS England’s neurosciences services specification sets out what providers must have in place to offer evidence-based, safe and effective services, including for patients with muscular dystrophy. Specialised neuromuscular care may include referral to local physiotherapy, hydrotherapy or rehabilitation if appropriate, however the commissioning of hydrotherapy services is a matter for clinical commissioning groups.

    To ask the Secretary of State for Health, (a) how many people and (b) what proportion of the eligible population have been invited to participate in the NHS Bowel Scope Screening Programme by screening centre in each year since that programme was launched.

    Bowel Scope Screening is currently offered in 48 out of 63 screening units with 25% of all general practitioner practices in England engaging with bowel scope.

    All screening centres are expected to go live in 2016 and it is hoped that full roll out of bowel scope screening will be achieved by 2019.

    The annual population eligible for screening (55 year olds) is approximately 780,000 across all screening centres. This data come from the counts of people turning 55 each year.

    Data on screening centres offering bowel scope screening is currently unavailable due to deductive disclosure; however the programme is looking to publish the data as soon as possible.

    Pure fruit juices and milk-based drinks have other health benefits and we do not want to discourage their consumption.

    Pure fruit juices are part of the 5-a-day message and have intrinsic nutrients such as containing certain vitamins.

    Milk and milk-products are a good source of protein and calcium, which have health benefits such as aiding bone formation. The government wants to encourage the consumption of milk to help children consume the required amounts of these nutrients.

    A search for any such correspondence since 1 September 2015 could only take place at disproportionate cost. The Cabinet Secretary issued clear guidance on 23 February that civil servants should not work directly with or for the campaign groups.

    The Government has not closed the door on carbon capture and storage (CCS) and believes it has a potentially important role in the long-term decarbonisation of the UK. We are clear that CCS is currently too expensive and its costs must come down. We continue to work with wider industry to help develop CCS cost efficiently in the UK, including through the joint Government-industry CCS Development Forum, which I co-chair. We will set out our approach to CCS in due course, informed by the findings from Lord Oxburgh’s CCS Advisory Group.
